Background

The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The list of goods, services and consultants to be procured will be decided by DOE. The actual procurement of and payment for goods and services will however be done by the UNDP Country office following UNDP procurement guidelines. Payment of goods and services will be upon advice of the DOE.

The Project is co-financed with funding from the GEF and UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the Renewable Energy Management Bureau. A Project Support Group composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.

A Project Management Unit that is based at the DOE Compound. The PMU is headed by a National Project Director who is also the Director of the Renewable Energy Management Bureau (REMB). A project Manager and support staff oversee the day-to-day operations of the PMU.

Under the overall guidance of the Project Manager, the Finance Officer will be responsible to provide overall financial services of the Project such as processing payments, raising requisitions, and purchase orders using UNDP corporate software ATLAS. S/he will be responsible to provide information to UNDP Project web and RRMC reporting. Project Background: Development of Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS).

The Finance Officer works in close collaboration with the program and finance staff of the UNDP Country Office and the Department of Energy as the need arises.

Duties and Responsibilities

Summary of Key Functions:

  • Support to financial operational and management strategies

1.Support to financial operational and management strategies achieving the following results:

  • Installation of financial system that records transactions that utilize GEF Funds in accordance with UNDP’s existing guidelines on national execution as may be defined by the project’s implementation modality
  • Establishment project account and ensure appropriateness and proper record keeping of transactions;
  • Full compliance with GEF and UNDP Financial processes and reportorial requirements Preparation of a system of accounts to record all the in-cash and in-kind contributions of co-financing entities to the Project.     

2. Facilitation of the accounting and administrative Support achieving the following results:

  • Proper recording of financial transactions
  • Proper control of supporting documents for payments
  • Timely submission of financial reports or requests for information from DOE, GEF or the implementing partner
  • Proper receipting of goods and services
  • Ensures the financial transactions are properly authorized, recorded, have adequate supporting documentation, filled and maintained
  • Establish procedure/system to allow easy storage, processing and extraction of project financial information for the purpose of preparing financial statements, annual work plans and budget and financial audits.
  • Management of proper filing system for finance records and documents and transactions based on UNDP financial management systems (computerized or manual)
  • Participate in the preparation of budget plans for project activities based on the approved annual work plan and budget

3.Financial Monitoring and Evaluation achieving the following results:

  • Ensures and monitors that adequate financial controls are in place to maintain propriety and proper accountability of expenditures.
  • Timely submission of reports on the project’s financial status (receipts, disbursements/expenses) as may be required by UNDP, GEF and the DOE (implementing partner). This will include annual and quarterly budgets including the necessary budget revisions based on the corresponding line-item-budgets approved by DREAMS;
  • Promptly advise the Project Team on status of payments due, unliquidated advances and other financial obligations of the project to suppliers/vendors/consultants
  • Facilitation of knowledge building and sharing focusing on achievement of the following results:
  • Sharing and Orientation of staff on the use of the project’s financial systems and procedures
  • Participation in trainings for the operations/project staff on finance.
  • Participation in trainings for the operations/project staff on finance.
  • Active participation with other UNDP programs to share experiences and information to improve the performance, ensure due diligence and smooth implementation of procedures in over-all financial system and management \Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues

Required Skills and Experience

Education:

Master’s degree in Business Administration, Public Administration, Development Studies, and /or related disciplines. Bachelor’s degree with additional 2 years of relevant experience may be accepted in lieu of a Master degree.

Experience:

  • At least 5 years of experience as Finance Officer or Accountant
  • ·At least 3 years actual experience in procurement, petty cash handling, and other logistics support
  • Advance Computer proficiency in MS Office (Word, Excel, and PowerPoint) and other common software
  • ·Working experience in UN based-project financial implementation procedures, will be an advantage.

Language requirement:

Excellent written & verbal English language skills

Other:  Experience with international development agencies would be desirable.
