USLS is the UNESCO Staff Savings and Loan Service. USLS is established in the form of a trust fund operated in accordance with the financial rules of the Organization under the authority of the Director-General. The object of the USLS is to provide the possibility to its members on a mutualist basis of investing their savings and of borrowing money for suitable purposes.

Under the overall authority of the Chief Financial Officer, the authority of the Section's General manager and the direct supervision of the Finance Officer, Loans, and in conformity with the guidelines and instructions of the Board of Management, the incumbent is responsible for advising members on loan availability, making calculations to ensure eligibility in accordance with the USLS rules and regulations, conducting appointments to bring loan transactions to a close and processing loan requests and loan portfolios related transactions. The incumbent will participate in activities such as preparing professional marketing materials, coordinating presentation meetings and monitoring loans activity (statistics on loans volumes). USLS being opened to its members, the respect of working hours is crucial. Within this context, the incumbent will\:
  • Receive on a daily basis requests for ordinary loans, advances and loan to local staff applications; inform applicants of the types of loans available, rates and terms. Make simulations, analyze and compare resulting scenarios and recommend the best suitable financing solution.
  • Report to the Finance officer on complex loans schemes or difficult files, propose alternative solutions/scenarios and anticipate implications. Review ordinary loan applications to ensure the completeness of information and compliance to the USLS rules and regulations; follow through to correct any deficiencies to assist the Credit Committee in the decision making process. 
  • Administer mortgage loans\: liaise with applicants and notaries; verify mortgage loan file completeness and accuracy; prepare loan offers and the supporting mandatory documents; initiate money transfers and/or cheques. File and maintain loan records and loan files for audit purposes.
  • Record applications for loans and advances and disburse funds. Process monthly manual repayments and loan reimbursements using USLS software utilities and electronic banking tools. Review member accounts in order to determine whether repayments are made on time and take immediate action to collect payments overdue.
  • Assist the Finance Officer (loans) with a variety of business development activities. Contribution to the transition to the new ERP. Provide necessary support to increase the number of borrowers. Prepare professional marketing materials and specific reports and may coordinate meetings and presentations. Participate in the organization of the USLS General Assembly.

EDUCATION

  • Completed secondary, technical and/or vocational education.
WORK EXPERIENCE
  • At least (5) years of relevant professional work experience in a similar role in a financial service or institution, loan broker or insurance company.

SKILLS/COMPETENCIES

  • Very good analytical and problem-solving skills;
  • Ability to take initiative, establish priorities, and monitor his/her own work plan;
  • Flexibility to adjust work schedules and priorities and capacity to work efficiently under pressure;
  • Ability to calculate figures and amounts such as interest, commissions, proportions and percentages, including the ability to work simultaneously with several currencies and to realise accurate currency conversions;
  • Very good user skills in IT desktop (Outlook, Word, Excel, PowerPoint, etc.); 
  • Absolute respect of confidentiality, trustworthy service, sense of responsibility, accountability, professionalism.

LANGUAGES

  • Excellent knowledge of English or French and good working knowledge of the other language.
