ORGANIZATION SETTING

Over the past few years IDLO has experienced rapid growth of its programs and field operations. It foresees a continuation of this expansion. To support and sustain the growth trajectory and meet its operational needs and demands, the Organization overhauled its employment policies and guidelines and introduced a new employment model two years ago. It initiated and is undertaking a range of organizational reforms to attract, retain and manage talent effectively and provide enhanced services across all its offices.  

The Department of Human Resources and Office Services plays a critical role in carrying out these changes. It leads, manages and coordinates human resource policies, strategies, processes and procedures affecting a dynamic workforce of around 400 international and local employees at Headquarters and in 17 offices on four continents.  The Department is also responsible for administering and coordinating Office Services, including facilities management and travel, and shares with other relevant Departments the responsibility for managing operational security and ensuring effective support to field offices.

To drive the global Human Resources and Office Services reform agenda, the Organization is looking for a dynamic, seasoned and client-oriented Director for its Human Resources and Office Services Department, based at its Headquarters in Rome, Italy. The successful candidate will have the experience, credibility and gravitas to succeed in a fast moving, international environment.

Reporting to the Director-General, the Director provides the leadership, vision and management to carry forward the organizational effectiveness and development initiatives, reforms, and policies relating to human resources and office services globally. She/he ensures their full implementation; provides operational direction and guidance to functional managers to ensure effective, timely delivery of services; supports and builds an organizational culture of learning and continuous improvement. As a member of the Senior Leadership Team, she/he promotes synergies across Departments and with internal and external stakeholders to drive organizational change.

 

THE POSITION

Under the general supervision of the Director-General, and working closely with other members of the Senior Leadership Team, the Director, Human Resources and Office Services is responsible for the following duties:

Human Resources

  • Lead change by developing, adapting and updating of human resources strategies, policies, systems and initiatives and overseeing their implementation in line with IDLO’s Strategic and Management Plans, Employment Regulations and Rules and the operational needs of a dynamic multi-sited organization with a mobile international workforce.
  • Serve as the strategic advisor to senior management on human resource issues by providing direction and guidance and promoting good practice and innovative approaches.
  • Encourage employee engagement to support organizational reforms and ensure regular communications and dialogue to maintain healthy Employee/Management relations.
  • Provide strategic leadership, oversight and guidance to functional managers and substantive employees of the Human Resources function to ensure effective, timely delivery of services in all IDLO offices in a timely, coherent and well-coordinated manner with a strong client-service focus.
  • Manage employee grievances, disciplinary investigations and actions in coordination with the General Counsel’s office.

Office Services

  • Oversee the Office Services and Security Management functions to ensure efficient and effective office facilities, travel policies, and staff and assets’ security in all IDLO locations, with a strong focus on client-service for both internal and external users.
  • Oversee global field operations support function to plan, set up, expand or close IDLO field offices, ensuring effective coordination with other Departments and functions, including finance, budget, human resources, office services, information systems, procurement and logistics.

Management

  • Serve as a member of the IDLO Senior Leadership Team and contribute to shaping and defining the Organization’s vision, strategy, and key initiatives, and work closely with senior management and leadership team to ensure that organizational change in support of strategic realignment are properly designed, planned and implemented.
  • Develop yearly operational plans and budgets for the Department’s areas of responsibility, aligning and incorporating goals and objectives with the overall IDLO Strategic Plan and Management Plan to effectively and efficiently support the strategic direction of the Organization.
  • Promote and maintain the highest standards of integrity and governance in all HR and Office Services related issues and ensure compliance with policies and reforms.
  • Effectively lead staff by providing clear direction, addressing staff development, and implementing performance management through ongoing dialogue, feedback, and mentoring; motivate and support staff with a view to fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting.

Ideal Candidate Profile

Education

  • University degree in Business Administration, Human Resources or a related field, ideally with a relevant post-graduate qualification or professional certification. 

Work experience

  • Minimum of 15 (fifteen) years of progressive professional experience in HR, including at a senior leadership level preferably with an international organization.
  • Demonstrated experience in international organizations and/or the private sector known for progressive HR and resources management practices.
  • Proven people management experience is a key requirement.

Languages

  • Fluent spoken and written English is mandatory, working knowledge of French or Spanish is an advantage.

Specific knowledge, skills and competencies

  • Excellent knowledge of leadership and management principles as they relate to non-profit/multi-cultural and complex organizations.
  • Experience in a field-oriented organization is a plus, as well as familiarity with security risk management in hostile contexts.
  • Good knowledge of project management.
  • Excellent interpersonal and communication skills; ability to work constructively with several internal and external stakeholders.
  • Keen sense of ethics, integrity and commitment to IDLO's mandate.
  • Ability and willingness to travel occasionally to the field, including conflict-affected countries.

TERMS AND CONDITIONS

For this internationally recruited professional position, IDLO will offer the selected candidate a fixed-term contract for 36 months, with the possibility of extension subject to performance and operational needs.

IDLO will offer the suitable candidate an annual salary in the range of Eur 105,000. - with a benefits package, including relocation support and expatriate allowance (for internationally recruited employees), and provident fund (IDLO contribution 14%) in accordance with IDLO Employee Regulations and Rules. IDLO offers subsidized health insurance coverage including life insurance, medical and dental through Cigna International to the staff member and eligible dependents.

The compensation is net of income tax for a person who is not a resident or citizen of Italy.
