ORGANISATIONAL SETTING

The primary objective of KAICIID’s Programme Department is to create the conditions, platforms and environment through which religious leaders and other actors, in particular policy makers, can engage in constructive dialogue, thus strengthening mutual understanding and respect with the ultimate aim to encourage them to initiate action to bring about change in the policies of religious institutions and governments, at various levels, build mechanisms to facilitate on-going dialogue and action as well as strengthen networks of committed and experienced religious leaders, and other actors in the use of interreligious dialogue (IRD) for peace and reconciliation in conflict situations in particular.

As one of the two Hubs in the Programme Department, IRD Hub focuses on applying IRD for peace and reconciliation in three regions, Arab region, Africa and Asia. The Arab Region Programme is mainly focused on promoting the culture of dialogue, peace, coexistence and reconciliation in the Region. The Programme supports common citizenship, religious and cultural diversity, inter-community understanding and respect through strengthening the IRD capacity of religious leaders, dialogue practitioners and community actors.

ROLE

Under the supervision of the Senior Programme Manager, Arab Region, the Grants Officer will manage the small grants schemes under the regional programme. He/she will manage the financial resources, coordinate the administrative and financial issues, and prepare the relevant agreements. This includes reviewing proposals and budgets, as well as coordinating post Grants actions (including monitoring and evaluation).

FUNCTIONS

  • Function as primary point of contact for grant-related issues in the Arab region programme;
  • Support the launch of calls for proposals under the small grants scheme for the Arab region;
  • As assigned, draft calls of proposals/concept notes as needed;
  • Facilitate the proposals formulation by ensuring compliance with all application requirements in terms of budget, eligibility of expenses, and content, as well as legal and administrative aspects;
  • Handle the day-to-day follow-up and grant management;
  • Develop and implement monitoring procedures to ensure proper stewardship of funds in the different phases of the grants cycle (pre-Grants, Grants, post-Grants, and close-out);
  • Coordinate with the beneficiaries regarding the reporting requirements, including the timely submission of progress & performance reports;
  • Document financial management procedures, review and update Grant Management Standard Operating Procedures and relevant documents governing Grants as needed;
  • Monitor new funding opportunities in the region and inform KAICIID’s local partners accordingly;
  • Assist in work plan development as needed;
  • Work with the relevant stakeholders to ensure timely submission of high quality proposals/submissions and their alignment with the outcomes of the programme;
  • Provide regular updates and progress reports to the Senior Programme Manager;
  • Monitor and document the grant workflow processes, forms and templates, to assure full compliance with internal controls and legal requirements;
  • Prepare all needed documents for the Review committee;
  • Monitor and evaluate all programme-related grants;
  • Ensure a timely disbursement of the grant payments;
  • Produce regular management and risk reports to inform ongoing oversight and management of grants;
  • Collect data (including figures, pictures, etc.) in a timely manner and document the grants/ IRD initiatives implemented within the Programme;
  • Maintain an archive of key documents and keep record of projects activities for reporting purposes;
  • Work closely with the other team members and provide the necessary support to prepare the quarterly and annual reports;
  • Support the Centre’s Knowledge Hub in data collection and mapping exercises;
  • Perform any other tasks as required by the Centre.

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced university degree in Management, peace and conflict resolution, sociology, or a similar discipline;
  • A minimum of 3 years experience of grant management/administration;
  • Knowledge of typical grants contractual documents and procedures such as grant agreements, subcontracts, amendments, calls for proposals, etc.;
  • Familiarity with grant management procedures and donors relations;
  • Experience of working with international non-profit organizations, or inter-governmental organizations, in a multi-cultural and national environment;
  • Background or proven experience in project management, financial management and budget monitoring;
  • Computer literacy with practical experience in Microsoft applications and online management systems;
  • Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds whilst remaining impartial and objective;
  • Very good conceptual and analytical skills, ability to rapidly learn and apply new concepts;
  • Excellent writing skills, with analytical capacity and ability to draw statistics from evaluations interpret and synthesize data in preparation of quality reports;
  • Ability to deal with and complete multiple tasks by establishing priorities;
  • Receptiveness to feedback, willingness to learn;
  • Commitment to KAICIID values, as well as to highest ethical standards and human rights.

LANGUAGES

English and Arabic proficiency (written and spoken). Knowledge of any other major languages desirable.

TERMS OF APPOINTMENT

The selected candidate will be offered a consultancy contract for a period of 6 months with a possibility of extension. KAICIID will offer a monthly fee based on the United Nations salary scale for the National Professionals (75% of NOB scale) applicable in the country of the selected candidate. The candidate is expected to work full-time for KAICIID.
