Organizational Setting

The International Plant Protection Convention (IPPC) is an international agreement on plant health with 183 contracting parties, which aims to protect world’s cultivated and wild plants by preventing the introduction and spread of plant pests. The IPPC is a Convention approved by the FAO Conference in adherence with Article XIV of the Constitution of the Food and Agriculture Organization (FAO) of the United Nations. The IPPC Secretariat is hosted by FAO and is responsible to facilitate the implementation of the Convention as well as the development and implementation of International Standards for Phytosanitary Measures (ISPMs) to fulfil the IPPC's mandates.

Reporting Lines

The Consultant/PSA reports to the relevant Unit/Team Leader of the IPPC Secretariat (AGDI), or to the IPPC Secretary.

Technical Focus

A COF.REG./PSA is engaged by the Organization to provide expertise, skills or knowledge for carrying out specific tasks or managing projects, which is short-term by nature. The assignment may involve full-time or part-time functions similar to those of staff members. The duration of the assignment can vary from 1 month up to 11 months in a 12 month period. The possibility of extension is subject to satisfactory performance and depending on the secretariat’s resources and needs.

Tasks and responsibilities
  • Support the communication and advocacy activities of the IPPC,
  • Write and publish the articles and reports of the IPPC relevant meetings and events,
  • Prepare/update of the IPPC webpages content,
  • Prepare, review and edits IPPC Secretariat news and articles,
  • Review and edit the reports, other documents, and communication and advocacy materials produced by the IPPC Secretariat Units, and ensure the consistency with the IPPC and FAO house styles, as needed,
  • Support in the design and production of different advocacy materials on IPPC annual themes (brochures, factsheets, videos, etc),
  • Support the implementation of the communication programme and the production of the advocacy materials of the International Year of Plant Health (IYPH-2020),
  • Provide support to the programme development and organization of the IYPH related and IPPC seminars,
  • Support the IPPC publication activities through FAO corporate systems, as needed,
  • Provide any guidance, advices and proposals for improvement the IPPC communication and advocacy activities and other relevant work areas,
  • Support the operations of the IPPC Online Commenting Systems (OCS), including testing, posting documents and compiling comments on draft standards for consultation,
  • Carry out an analysis for the improvement of the contents and structure of the IPPC website governance pages,
  • Assist in the development of papers and presentations for the IPPC Secretariat meetings,
  • Promote knowledge sharing and best practices,
  • Perform any other duty related to communication and knowledge and information sharing, as requested.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced University degree (for consultant) or University degree (for PSA) in agriculture, languages, communication, social science, business administration or related field;
  • At least one year of relevant experience in supporting programmes of technical nature preferably within an International organization.
  • Knowledge/ experience of FAO and IPPC mandates and operational mechanisms
  • Working knowledge of English, and limited knowledge one of the other UN languages (French, Spanish, Arabic, Chinese, Russian) for COF.REG. Working knowledge of English is sufficient for PSA.
