OBJECTIVES OF THE PROGRAMME
The WHO Global Service Centre (GSC), Malaysia, provides specialized services to all staff and all WHO offices worldwide in respect of human resources, procurement, account payable and support of corporate IT applications. The aim of this Centre is to serve as the global processing and administrative platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields.The objective of the Global Procurement and Logistics (GPL) is to implement global procedures on contracting and procurement; to set standards for the goods and services contracted or procured as well as control and oversight of the adherence to applicable rules, procedures and standards associated with such procurement. GPL is also responsible for market research, purchasing of and evaluating suppliers for a vast range of commodities and services for WHO's technical programmes and projects. Finally, GPL provides administrative services to all staff and all WHO Offices worldwide in respect of purchasing and shipping of both goods and services.
DESCRIPTION OF DUTIES
Under the direct supervision of the Coordinator, GPL the incumbent manages a team by planning, coordinating and overseeing the execution of service provisions covering the transactional aspects of logistics management. He/she liaises and collaborates with the Coordinator, GPL, Headquarters and counterparts in Regional Offices, as needed.The incumbent may be delegated the authority for ultimate approval of shipping transactions.Overall responsibilities include\:- Preparation of strategic and operations proposals to maintain and improve the efficiency, effectiveness and economic level of services provided by the unit.
- Regularly review procedures and performance statistics of the unit and the individual staff, with an aim to continuously provide a higher level of service to clients.
- Analyze and report on all aspects of shipping performance information from the Global Management System.
- Establish and maintain relations with shipping brokers and agents, and negotiate with brokers and agents to ensure most economic options for WHO shipping worldwide.
- Monitor quality of shipping services provided by brokers and agents.
- Liaise with Procurement Officers and Assistants and Supply Officers with regard to planning and costing of shipping.
- Handling of Goods Cargo Insurance matters and submission of insurance claims.
- Liaise with HQ Insurance Risk Management team on cargo insurance related matters.
- Ensure proper tracking and reporting of implementation of corrective action.
- Conduct random reviews and follow up on the implementation of internal and external audit recommendations and provide feedback to GSC management on the status.
- Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential\:- University degree in business administration, supply chain management or similar field from an accredited/recognized institute.

- Training in UN international logistics coordination and their application to supply management and monitoring.
Experience
Essential\:- At least five years of experience in logistics operations of a shipping or transport Organization in administration and management of shipping.
- Supervisory experience, preferably of a large team.
- Good experience using Oracle e-business suite and /or similar ERP system.
Desirable\:
Desirable\:
- Previous experience in shipping or logistics areas in WHO or UN agency.
Skills
Essential\:- Excellent knowledge of shipping matters, commercial transport logistics (sea, rail, road, air) and marine cargo insurance.
- Thorough knowledge of administrative and management principles and practices.
- Proven skills in project planning.
- Demonstrated ability to act independently and exercise sound judgment.

REMUNERATION
Remuneration comprises an annual base salary starting at MYR 127,737 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.ADDITIONAL INFORMATION
