Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized around three main units\: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture(crop), Livestock, Fisheries, Natural Resource Management, Food information Systems and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's Programme and portfolio as foreseen in the project he/she will coordinate and be assigned.

Reporting Lines

The Compliance Specialist will work under the overall supervision of the FAO Representative in South Sudan and the direct supervision of the Head of Operations. This position is located in Juba, South Sudan and the incumbent will be responsible for managing the Compliance function of FAO South Sudan.

Tasks and responsibilities

  • Assist Head of Unit to advice and makes recommendations to the FAOR on appropriate strategies to strengthen controls and mitigate potential risks for adequate compliance to rules and regulations and good governance of the FAO South Sudan office and the field sub- offices;
  • Liaises and coordinates with the FAOR, Operations Unit, CTA/TA and field Offices to identify compliance issues and to develop control checklists and Standard Operating Procedures (SOPs) and to provide innovative solutions to ensure adequate oversight and to mitigate associated risks;
  • Assist Head of Unit to provide policy advice and operational support to all units within FAO South Sudan and sub-offices in identifying risk areas, creating a viable control environment and supporting the enhancement of internal controls;
  • Establishes a database of SOPs; reviews existing Standard Operating Procedures (SOPs) and proposes amendments to strengthen the current operational environment;
  • Monitors the implementation of the risk assessment framework through the development of a risk-based Compliance monitoring system

Specific Functions\:

  • Assist Head of Unit for UNCT risk assessment projects and liaise with HQ on corporate risk assessment;
  • Conducts missions to sub offices, programme/projects activities' sites to perform periodic compliance reviews and monitor proper application of policies and procedures; prepares mission reports on such visits for the FAOR;
  • Assist Head of unit to facilitate internal and external audit and investigation missions, providing guidance and advice to identify potential issues of concern;
  • Develops a strong culture of compliance awareness and ensures a consistent approach across the different units, programme sectors as well as field offices and disseminates information on compliance initiatives;
  • Ensures the quality / effectiveness of capacity development and knowledge sharing activities;
  • Responds to routine enquiries and provides day to day guidance to all staff on rules and internal policies, and organizes training programmes for staff to enhance compliance with policies, rules and procedures;
  • Prepares reports on compliance issues, risk developments and operational constraints
  • Perform other duties as requested by the supervisor
Minimum Requirements
  • Advanced university degree in business/public administration, economics or a related field.
  • Five years of relevant experience in administration, finance, audit and/or experience in programme/projects operations and control functions including field experience
  • National of South Sudan
  • Working knowledge of English, limited knowledge of Arabic will be an added advantage

Technical/Functional Skills
  • Experience with emergencies and development initiatives in the Horn of Africa preferably in South Sudan
  • Demonstrated experience in the implementation of activities in collaboration with public and private sectors
  • Experience in providing technical assistance to development strategies, policy and national governments and regional bodies
  • Experience in project formulation, operation, implementation, budget execution and monitoring
  • Demonstrated experience in dealing with senior government officials, development partners and other country stakeholders.
  • Experience in community based development and participatory approaches and in particular with grassroots associations and farmers groups
