Organizational Setting

The new, updated Myanmar Action Plan on DRR (MAPDRR), which was formally launched in November 2017, calls upon key sectors to develop sector specific Action Plans for DRR. In that context, FAO has supported the Ministry of Agriculture, Livestock and Irrigation (MOALI) for the development of the Agriculture Action Plan for DRR (AAPDRR) that will guide the sector’s work and investments for DRR over the next 5 years. FAO catalyzed the establishment of the MOALI DRR Task Force, which has led the AAPDRR planning process. FAO is now supporting MOALI with the introduction/application of DRR principles, approaches and tools within and across the different departments of MOALI, including a new technical cooperation project on Early Warning Early Action and Community-based DRR.

Reporting Lines

Under the overall supervision of FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Coordinator, the technical guidance of the Lead Technical Officer (LTO) in RAP and the Strategic Adviser from FAO Headquarters/SP5, and the day-to-day technical guidance of the FAO Myanmar Climate Change Adaptation and Disaster Risk Management Specialist, the consultant will support the various aspects of work related to DRR (and as it relates to Climate Change Adaptation) and resilience in the FAO Myanmar Country Office.

Tasks and responsibilities\:
  • Support the finalization process of national level Agriculture Sector Action Plan for DRR (AAPDRR) including publishing and launching event of the AAPDRR;

  • Participate in/support the participatory stakeholder consultations and dialogue related to the preparation of the sub-national level AAPDRRs in Central Dry Zone and Delta Region, and finalization of the Rakhine State AAPDRR.

  • In close coordination with implementing partners and government counterparts, support the development of an Early Warning Early Action (EWEA) approach and piloting for priority hazards including organizing/participating in technical workshops and consultations for the detailed review/documentation of available MOALI agro-meteorology services/information and early warning products at state/region and local level;

  • In close consultation with Department of Rural Development and other MOALI departments, support integration of Community-based DRM approaches with the Village Development Planning process including participation in meetings, conduct of national and regional level workshops, and field-level data gathering activities;

  • Act as a national focal point for DRR/CCA with key government partners and establish strong working relationships and open communication lines with the Ministry of Agriculture, Livestock and Irrigation (MOALI), Ministry of Natural Resources and Environmental Conservation (MONREC), Ministry of Social Welfare, Relief and Resettlement (MSWRR), and Ministry of Education (MOE); Provide close technical support/capacity building support to members of the MOALI DRR Task Force;

  • Assist in the development of concept notes, project proposals, technical briefs/working papers on DRR, CCA and resilience including inputs for the expansion or strengthening of FAO Myanmar’s portfolio (including TCPs, GEF, GCF, etc., as appropriate);

  • Provide Technical backstopping/support coordination of projects implemented by FAO Myanmar on the areas of DRR, CCA and resilience, including upscaling of the MCCT (with links to EWEA), delivery/dissemination of forecast products, and community risk assessments under the EU PROACT project;

  • Conduct relevant capacity development activities with government partners, and if needed-- implementing partners (e.g. INGOs, NGOs) and FAO country office staff;

  • Participate in the DRR Working Group and other inter-agency committees/working groups/task force related to DRR, CCA and resilience;

  • Provide technical support to the country office’s work on emergency response and rehabilitation

  • Perform other tasks as required and appropriate for successful implementation of the Emergency program.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • A degree in applied science (A Bachelor’s and/or Master’s degree or higher in Geography, Environmental Science/Management, Ecology, Natural Resources Management, Agriculture, Agrometeorology, GIS and Remote Sensing/Geomatics, Agriculture Engineering, or other closely related technical or scientific field of study);

  • At least 5 years of demonstrated experience working within the disaster risk reduction and management domain including multi-level DRR planning, vulnerability and risk assessments, capacity building of government, NGOs and communities, and other related work;

  • Demonstrated project management experience;

  • Excellent writing, oral communication and inter-personal skills, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. private sector; NGOs; sectors, government ministries/agencies, general public etc.);

  • Fluency in written and spoken English;

  • Fluency in MS Office.

Selection Criteria
  • Experience in the tasks described above.
  • Extent of relevant expertise in DRR
  • Experience in technical oversight, capacity development and project implementation on DRR for technical staff of project counterparts and other related government counterparts

  • Willingness and ability to travel to remote, rural locations

Additional Selection Criteria
  • Experience working with meteorology, weather or climate observation, GIS/Remote Sensing would be an advantage

  • Experience with CCA, DRR, resilience other developmental approaches that emphasize vulnerable livelihoods.

  • Relevant experience with UN agencies, especially FAO.
