In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country, and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.
Overall purpose of the role and project:
The Cash Consortium for Iraq (CCI) was established in 2015 to better meet the needs of conflict-affected households by harmonizing approaches to multi-purpose cash assistance (MPCA) and improving data collection and analysis. Using the power of its unique structure the CCI has created new modalities for cash leadership and NGO-UN coordination. More recently, the CCI has added work with the World Bank and the Government of Iraq to link humanitarian cash transfers to the government social payments system and in 2019 broadened its scope to better support a comprehensive and integrated response to the variety of needs faced by the Iraqi population, including addressing livelihoods, employment, and ongoing social support needs. CCI maintains a Relief portfolio, focused on humanitarian MPCA, and a Recovery portfolio, focused on integrated livelihoods and resilience. With a cumulative budget estimated at 140M$ and a reach of 400,000 people, the CCI is led by Mercy Corps in partnership with 4 international organizations: Danish Refugee Council (DRC); International Rescue Committee (IRC), Norwegian Refugee Council (NRC); and Oxfam.
In early 2017, the CCI took the decision to expand its scope of activities beyond multi-purpose cash assistance (MPCA) to include early recovery (ER) programming in accordance with the evolving context and needs. This will entail community-oriented programming with integrated activities focusing on livelihoods, rehabilitation of shelter and public infrastructure, local governance, social cohesion and protection.
The CCI works to harmonize program design for unconditional cash programming including targeting, monitoring and evaluation, accountability and delivery mechanisms. With that, the CCI Information Management System (IMS) Officer will work closely with the CCI Senior Database Officer, CCI MEAL team and CCI partner focal points to ensure that systems and analysis are responsive to the needs of partner’s program staff as well as across CCI’s interagency processes. S/he also supports general guidance in all that relates to information management and managed of CCI harmonized data aggregation and storage platforms. It is critical that the CCI IMS Officer be an excellent communicator, who is supportive, and solution focused. S/he needs to be analytical, highly motivated, self-driven and able to support CCI’s portfolio and multiple partners with limited daily support and direction. The CCI IMS Officer will be recruited and hosted by the DRC Iraq, but will be seconded, full-time, to the CCI, reporting to the CCI Senior Database Officer.
Responsibilities:
Data systems
- Support development, maintenance, and refinement as needed common data platforms to aggregate and store harmonized data across CCI partners (inclusive of digital data collection repository, tracking sheets, etc) as informed by program and MEAL requirements.
- Support development, maintenance, and refinement as needed manuals and guidance materials for CCI data systems, according to program and MEAL requirements.
- Develop, maintain, and refine as needed data flow diagrams that indicate relationship between CCI tools and data processes.
- Ensure that storage, archiving, back-up and recovery procedures are functioning correctly.
- Support development and maintenance of user access permissions for all CCI harmonized data platforms, inclusive of SurveyCTO, Google Drive, and any others developed over time.\
- Ensure harmonized data platforms and record keeping comply with international standards for data protection and ensure the highest level of confidentiality for personally identifiable information.
Data quality
- Coordinate with CCI partner data focal points to ensure data quality and strengthen capacities of partners as needed.
- Facilitate regular duplication check processes across all CCI partners and any external agencies data sharing agreements may be developed with.
- Coordinate with CCI partner data focal points to review data quality as needed.
- Maintain all CCI data (inclusive of legacy records) in aggregate, inclusive of raw and clean records.
Technical support
- Coordinate with CCI partner data focal points to ensure understanding of data platforms, tools and processes and strengthen capacities as needed.
- Provide trouble-shooting assistance and answer data-related questions for CCI partners, as needed.
- Provide regular trainings and refreshers for CCI partner database staff and other stakeholders on CCI data platforms and tools, as needed.
- Support development and refinement of harmonized tools with support from CCI Senior Database Officer and CCI MEAL team.
- Ensure all data tools and processes are technically robust and are rolled out to field teams.
Analysis and reporting
- Generate data for reports on monthly, quarterly and ad hoc basis as needed, using non-identifiable information.
- Develop and maintain CCI performance dashboard and other information products.
- Assist in data analysis and other inputs as needed for donor reports and/ or other CCI information products.
- Develop maps and other visual representation of data as needed.
ACCOUNTABILITY TO BENEFICIARIES
- CCI members are expected to support all efforts toward accountability, specifically to their beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

About you
Experience and technical competencies:
- 5+ years of progressively responsible professional experience in monitoring, evaluation, and managing information in an emergency management, humanitarian crisis or related area.
- Excellent technical skills in database development, cloud-based technologies, data visualization, mapping, data analysis (qualitative and quantitative), etc.
- Relevant field experience; managing information in a conflict context or complex emergency at the international level is desirable.
- Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups. Astute skills in relationship building and coordination.
- IMS and/or M&E experience in the sector is desirable as well as tools such as ODK/mobile data collection, Arc GIS, MySQL, Tableau, PowerBI.
- Excellent writing and communications skills required.
- Willingness and ability to travel frequently to project sites and field. Locations, including traveling to insecure environments, if required.
Education:
- Bachelor degree or equivalent in Geographic Information Systems, Information Management, Information Systems, Information Technologies, Social Sciences or a related field is required. Masters is preferred.
