Organizational Setting

The Agricultural Development Economics Division (ESA) conducts economic research and policy analysis related to all five of the Organization’s strategic objectives (food security and nutrition, sustainable agriculture, poverty reduction, inclusive food systems and resilient livelihoods). ESA provides evidence-based analytical support to national, regional and global policy processes and initiatives related to food security and nutrition and sustainable agriculture; and leads the production of two FAO flagship publications\: The State of Food and Agriculture and The State of Food Security and Nutrition in the World. ESA also leads large programmes at country level on agricultural and food policy monitoring, climate smart agriculture (CSA), agribusiness and food value chains, rural poverty, and food security information and analysis in support of national policies.

ESA also supports member country governments in their efforts to develop and implement sound agricultural, agro-industrial and value chain strategies to fight poverty, hunger and malnutrition, while boosting the competitiveness and efficiency of the agricultural and food sub-sectors in a sustainable way. The Division works towards addressing issues related to structural and rural transformation, and agricultural and agribusiness transition in a comprehensive manner. Specifically, this area of work includes work on agribusiness development and market-driven value chain development.

The Organization frequently engages experts to work on short-term activities and projects as international consultants or under personal service agreements (PSA.SBS) at various levels of experience (see minimum requirement below). The assignments may involve full-time or part-time functions, with duration ranging from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and dependant on the availability of resources and the needs of the Organization. Assignments can require travel, mission and/or appointment to field locations. Individuals who meet or exceed the requirements of the Call determined through an interview process will be included in the ESA divisional roster that will be used to resource future vacancies within the technical requirements covered by the Call.


Reporting Lines

Selected applicants will work under the overall guidance of the Division Director and the direct supervision of Team Leaders/Officers, working in close collaboration with other FAO Divisions. Strategic Programmes and external partners as required. When activities are carried out in member countries, applicants will be required to work in close collaboration with the FAO Representation in the relevant country of assignment, as well as the relevant FAO regional and/or sub-regional office.

Tasks and responsibilities

The assigned tasks and responsibilities related to this area of work can include the following\:

  • Analyse technical and policy issues, strategies and programmes to support the development, competitiveness, inclusiveness and improved impacts of agribusiness, food systems and value chain development in developing regions;
  • Participate in developing and reviewing information materials, technical papers and guidelines related to agricultural economics, agribusiness, value chain and food system development on topics, such as agro-industrial, sector/sub-sector, food system and investment strategy development, territorial development; market and policy analysis, business enabling environment, institutional strengthening; inclusive business models, entrepreneurship; contract farming, digital solutions/technologies for value chain development, marketing and market linkages; value chain finance, business support services; public-private platforms and partnerships.
  • Contribute to the appraisal of capacity building needs related to the development, competitiveness, inclusiveness and improved impacts of agribusiness and value chain development; and contribute to developing training materials and to training courses and activities.
  • Contribute to the design and implementation of programmes and projects related to agribusiness, value chain development, agricultural economics, and agricultural and rural development; and as requested, provide technical support and/or backstopping to field projects;
  • Contribute to the collection and dissemination of relevant data and information related to agricultural and development economics, agribusiness, food value chains and systems, including for example, trends and developments, approaches, impacts, lessons and good practices; support global learning, exchange of information through internet and other channels and mechanisms.
  • Contribute to the organization of and/or participate in meetings, conferences, workshops, consultations and field visits as needed; contribute to building collaborations and partnerships;
  • Perform other related duties, as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Formal education in agricultural economics, economics, agribusiness, business, international development, or related field\:
    • Consultant level B and C – Advanced university degree
    • PSA.SBS – University degree
  • Relevant experience in value chain development, agribusiness, business, agricultural economics, economics, food systems, and/or digital technologies for value chain development\:
    • Consultant level B – at least 5 years of relevant experience
    • Consultant level C and PSA.SBS – at least 1 year of relevant experience
  • Working knowledge of English (level C), and limited knowledge of French, Spanish, Arabic, Chinese, or Russian (at least one of these languages in level B). In the case of PSAs, the requirement is to have working knowledge in one of the FAO official languages.
