Norwegian Refugee Council (NRC) is an independent humanitarian organisation
helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two.
Today, we work in both new and protracted crises across 31 countries. We
specialise in six areas: food security, education, shelter, legal assistance,
camp management, and water, sanitation and hygiene.

We stand up for people forced to flee. NRC is a determined advocate
for displaced people. We promote and defend displaced people's rights and
dignity in local communities, with national governments and in the
international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is
a global leader in monitoring, reporting on and advocating for people displaced
within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP,
boasts around 1,000 experts from all over the world who can be deployed within
72 hours. Our experts help improve international and local ability to prevent,
prepare for, respond to and recover from crises.

Around 6,000 men and women work for the
Norwegian Refugee Council.
Most of us are hired locally
to work in the field, and a small number are based at our head office in Oslo.
Many of our colleagues were once themselves fleeing their homes.







Background

The Middle East Regional Office (MERO) was created in January 2014 as part of NRC’s reorganisation process. The Programme Support Unit (PSU) as part of MERO is crucial for supporting the application and development of systems, structures and tools that bolster programme management and delivery in Middle East Country Offices (COs) in the following domains:

  • Programme technical development, information-sharing & synergies between COs
  • Grant compliance and quality control
  • Capacity building and training of NRC staff
  • Donor relations structured and developed 

Currently the PSU is comprised of a Head of Unit and three Regional Programme Advisors. 

Role and responsibilities

NRC are seeking dynamic and qualified personnel to work with an experienced program team from our Middle East Regional Office in Amman. The Programme Advisor is responsible for supporting the Head of Program and/or Country Director in ensuring that optimal programme structures, systems and resources are in place. The Program Advisor is the eyes and ears for country offices to help identify strategic partnerships and opportunities to strategically strengthen NRCs programming. The Program Advisor supports the country office through prioritised program development opportunities that may be complex, require a team leader or facilitated program design.

Responsibilities for this position include:

  1. Track priority projects and programs and ensure relevant technical support is provided (core competencies, M&E and compliance) to contribute to programs that are high quality, delivered in a timely manner and that risks are being identified and managed.
  2. To advise country programs on strategies for improving the management of grants to contribute to programs being spent on time, according to budget and are being measured against program outcomes.

  3. Support the development of programs with long term outcomes such as resilience and social cohesion by either leading the process or ensuring that priority, complex or large scale funding opportunities are resourced with a team leader and/or other requirements. Ensure that lesson learned are incorporated from other countries in the region and from around the world.

  4. Lead Major Project Committees and ensure attendance by relevant stakeholders. This includes leading the entire Project Cycle Management (PCM) process and ensuring that compliance, finance and CCs are involved throughout.

  5. Deliver training and capacity building to country teams as required.

  6. Support Global Initiatives and other strategic initiatives in the region by providing training or advice to country offices as required (Consortium, Durable Solutions, Hard to Reach, Digital Innovation, Emergency Preparedness, Partnerships).

  7. Provide Helpdesk support as designated (EPREP, PCM, Consortia and Partnerships)

  8. Together with the Compliance Unit, support Country Offices to navigate requirements of complex funding partners such as private contractors, the United Nations and The Banks.

  9. Provide surge capacity support in country offices upon request from country office and agreement of line manager.

  10. Identify when programs are off policy and ensure the correct approval procedure occurs.

  11. Continually supporting country offices to align with program policy and the NRC ways of working.
