Job Description
Under the supervision of the SINCE Manager, the CBML officer will be responsible for capacitating primary cooperatives and unions, and Woreda public employment services (PES) offices; facilitating market linkage to SMEs in the implementation of SINCE project with the ultimate goal of facilitating wage employment and enterprise development opportunities. This position is based in Butajira, with frequent travel to Meskan and Siltie woredas. The CBML officer reports to SINCE project manager based in Hawassa, and work in close collaboration and coordination with SINCE consortium (IRC, CARE, and JeCCDO) field staffs, enterprise development and empowerment (EDE) officers, SMEs, and PES offices.
Capacity building support to primary cooperatives and unions
- Build the institutional capacities of primary cooperatives and unions
- Support new and existing primary cooperatives to enable them run their activities independently
- Build the capacities of newly established cooperatives management to lead the cooperative by properly implementing their by-laws
- Support primary cooperatives and unions run their business with current business plan
- Facilitate the newly established cooperatives join the existing cooperatives union
- Facilitate experience exchange programs among cooperative societies
- Ensure the cooperatives have got the required input and supplies on time
Capacity building support to public employment service (PES) offices and staffs
- Facilitate exchange program to Woreda PES office staffs-within and outside the project sites
- Support PES officers to ensure the private sectors work environment is decent and convenient
- Support PES officers to continuously and regularly do job matching
- Enable the PES offices to organize up-to-date database for job seekers and employers
- In collaboration with EDE officers improve PES officers level of engagement on the wage employment facilitation roles
- Facilitate and/or coordinate capacity building training/supports to PES and SEMs
- Coordinate and facilitate Woreda level PSC meetings
Facilitating market linkages to small and medium enterprises in Meskan and Silitie Woredas
- Facilitate subcontracting market linkage agreement between enterprises
- Support the enterprises with different promotional support that increase their sells/revenue
- Facilitate the establishment of value chain based PPP forum and hold regular dialogues
- Support enterprises with better market information
- In collaboration with EDE officers ensure enterprises run business with current business plan
- Conduct intensive business follow up to enterprises and chamber of commerce
- Organize job/trade fairs and consultative meetings with potential enterprises and beneficiaries
- Facilitate market linkage for the primary cooperatives and unions-with the union and private sectors.
- Follow up the implementation of BDS recommendation and lead the market linkage supports
General Responsibilities
- Prepare and submit monthly and quarterly work plans, success stories and challenges, and progress narrative reports
- Initiate and submit quarterly purchase requests according to the field requirements
- Ensure that all relevant financial documentation is complete and submitted to finance in a timely manner as required by IRC finance policy.
- Any other task designated by the SINCE Manager to ensure proper functioning of the program.
Qualifications
- First Degree in marketing, economics, social works and/or other related fields
- At least 3 years of relevant experience and relevant NGO experiences
- Demonstrated understanding of market linkages, the public employment service, and cooperatives societies sectors, and capacity building support to PES, Coops and SMEs
- Demonstrated experience developing agreements, tools and protocols relevant to market linkage and capacity building activities implementation
- Computer literate (word, excel, and power point)
- Ability to work under pressure, long work hours, and high workload.
- Ability to independently organize work and prioritize tasks.
- Self-motivated, honest, highly responsible, and punctual.
- Excellent interpersonal, communication and presentation skills.
