The Myanmar Red Cross Society (MRCS) is the leading and oldest humanitarian organization in Myanmar, MRCS is committed to improving the health and well-being of vulnerable people. MRCS began operations in 1920 and was admitted to the International Federation of Red Cross and Red Crescent Societies in 1946.

In 2019 the Norwegian Red Cross signed a bilateral agreement with MRCS which is the one organisation that has unparalleled access to the areas of conflict, This bilateral agreement has significantly reduced operational overhead costs and has led to a strong and trustful relationship being established that is more able to quickly identify and implement projects.

Country Technical Health Delegate in Myanmar 

The purpose of the Health Delegate position is to use specific technical and managerial competencies to Ensure that NorCross supported projects through the MRCS are designed and implemented according to  established technical standards and best practices. 

 

 

Three strategic objectives for the position:   

  • Ensures that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with established technical standards and project management methodologies
  • Supports, trains and coaches Host National Society teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
  • Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.

 

Some operational responsibilities 

  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Designs and carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
  • Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
  • Oversees data collection and provides technical support to quarterly and yearly country reports.
  • Provides continuous follow up of technical input, support and guidance to the relevant counterparts to implement activities with high quality standard.
  • Provides support, trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation.
  • Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office. Helps colleagues to understand and make use of available technical tools and methodologies.
  • Promotes harmonization across regions and countries by monitoring use of common standards and tools

 

Mission specific 

MRCS is providing primary health care services through 13 mobile clinics in 55 communities in Sittwe, Buthidaung and Maungdaw townships The MRCS support covers approx 130,000 beneficiaries of which 60% are females. MRCS also engages in community-based health awareness based on the findings of the Rapid Situation Analysis (RSA) conducted in January 2019 and discussions with Rakhine State Health Department and in-country humanitarian partners; ensuring coverage of all ethnic groups.

The Myanmar Health Delegate will be embedded with the ICRC in Maungdaw, Myanmar and is responsible to manage the trilateral relationship between MRCS, ICRC and NorCross.

 

 

 

We seek a person who;

Education:  

University Degree (MSc, MPH, MBBS) in health-related discipline. 

 

Experience with:  

  • At least 5 years working experience relevant for health programming 
  • At least 3 years’ experience in migration and/or disaster context
  • Project management experience in humanitarian projects

 

Other skills:   

  • Fluency in English in required.
  • International driving licence (manual gear) is required.

 

Reporting to:   

Regional Representative ASIA, based in Islamabad, Pakistan 

 

Position is based in: 

Maungdaw, Rakhine State, Myanmar

 

Contract:  

24 months’ contract, possible with extension
