In MENA, NorCross aims to provide access to quality healthcare, basic assistance and water and sanitation services for those displaced, returnee and vulnerable host communities affected by armed conflict.  

NorCross contributes to build the capacity of National societies in MENA as well as supporting their programs in health in emergency. Focus is placed on first aid and primary health care especially where the concerned governments are not able to fulfil the needs resulting of conflict or displacement.   

Community based health programmes focus on building the community preparedness and capacities building to mitigate trauma, sudden events and save lives.

Regional Finance Manager

The Regional Finance Manager is in charge of coordinating all the financial management and follow up in the region. He/she should have the total overview of the financial situation in the region and liaise closely with the Coordinator Programme Finance at HQ. He/she coordinates the budgeting process at a regional level, with timely input from country managers and regional representative. The Regional Finance Manager requests disbursements of funds from HQ based on background documentation from the National Society/ country managers. The Regional Finance Manager also oversees and supports the accountants in the region, enabling them to book expenditure correctly and in a timely manner. 

The position reports to the Regional Representative MENA of Norwegian Red Cross, based in Beirut. 

Strategic objectives for the position:

  • Coordinate the annual budget and reporting processes in the region, in line with established rules and regulations. 
  • Ensure internal control and financial risk management at regional and country levels, including oversight of mitigating actions and management of suspected and confirmed cases of fraud and corruption. 
  • Manage the regional support team and organize effective finance, admin and logistic support to country offices

Some operational responisbilites:

  • Organizes financial planning in the region
  • Quality assures cash disbursements and working advances to the national societies
  • Ensures sound and timely financial reporting in the region
  • Supports the financial management of the country offices
  • Supports country offices in financial follow up of National Societies when needed
  • Ensures that a strong internal control environment is maintained
  • Contributes to human resources planning for finance personnel in the region
  • Ensures that all personnel have yearly work and development plans
  • Set objectives for the finance teams
  • Trains new delegates in Norwegian Red Cross rules and regulations, and the correct use of available finance management tools

Education:  

Higher education/ university degree in a relevant field

Experience with:  

  • Minimum 5 years field experience from humanitarian work, in relevant field.  
  • Experience in an advisory role in Finance development, and risk management 
  • Experience in managing procurements and implementing procurement procedures in an unstable and challenging environment 
  • Proven experience in budgeting and budget management 
  • Experience with EU/ ECHO procedures, requirements and reports is an asset 

Other skills:   

  • Fluency in English in required. Arabic is an asset.
  • International driving licence (manual gear) is required.
  • Willingness to travel in the region and to field sites as required

Regional Representative MENA, based in Beirut, Lebanon 

Position is based in: 

Beirut, Lebanon 

Contract:  

24 months’ contract, possible with extension
