PROGRAMME SPECIALIST (CULTURE)

The position is under the overall authority of the Assistant Director-General for Culture and the direct supervision of the Head of the UNESCO Ramallah Office, and in close cooperation with the Regional Cultural Advisor in the UNESCO Beirut Office. The incumbent will ensure the design, implementation and monitoring of the activities carried out under the Major Programme IV (Culture) in Palestine, including its efforts to build partnerships and fundraising. The incumbent is also responsible for ensuring UNESCO's contribution to the 'Delivering as One' exercise in the field of culture in Palestine.  


In particular, the incumbent will\:


1. Ensure the delivery of the Culture Programme in Palestine in line with the Culture Sector's strategies and priorities, and the UN strategic country instruments, through\:
• planning, managing, implementing and monitoring the Culture Programme;
• corresponding work plans and operational projects for the preservation of tangible and intangible cultural heritage, the development of museums, of national cultural policies, and other conventions related and culture activities;
• Establishing activities to promote culture as a tool for development and peace building;
• Promote ratification and implementation of the cultural conventions.


2. Provide policy advice to the Ministry of Culture and the Ministry of Tourism and Antiquities; support national capacity building in all key areas of culture; contribute to organizing international conferences for safeguarding Palestine’s Cultural Heritage.

 

3. Build and maintain working relations with multi stakeholders, such as the concerned national/local authorities, cultural institutions and relevant intergovernmental and nongovernmental organizations and provide them with necessary technical advices and support as required.

 

4. Contribute to fundraising for the culture programmes, which involves but not limited to
• identifying, designing and drafting project proposals for implementation;
• mobilizing voluntary contributions (extrabudgetary resources) and build partnerships, including with UN agencies, donors, civil society organizations and the private sector.
• monitoring of project implementation and reporting, to facilitate the evaluation of results achieved including the impact of UNESCO activities in Palestine.

 

5. Participate in joint programming activities within the context of the 2030 Agenda and the UN Reform and 'Delivering as One', such as the Common Country Assessment and the United Nations Development Assistance Framework (UNDAF) etc., as well as participate in related meetings.

 

 

Education
  • Advanced University degree (Masters or equivalent) in the field of culture or a related field.
Work Experience
  • A minimum of four (4) years of progressively responsible and relevant professional experience in the field of culture.
  • Relevant experience acquired at the international level. Experience in designing, implementing and managing programmes/projects related to culture.  
Skills/Competencies
           
  • Good knowledge of UNESCO's work in the field of Culture.
  • Familiarity with the work and general functioning of international organizations and/or the United Nations system.
  • Capacity to build and maintain effective working relations with national/local authorities, cultural institutions and relevant intergovernmental and nongovernmental organizations.
  • Good knowledge of resource mobilization mechanisms, with proven ability to mobilize resources and build partnerships.
  • Good analytical, strong negotiating and advocacy skills.
Languages
  • English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of English language is required.
