The Movable Heritage Team is located within the Culture and Emergencies Entity. Its mission of the team is to ensure the effective implementation of the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Expert and Transfer of Ownership of Cultural Property, by providing inputs to the Secretariat of the Statutory Organs of the Convention, as well as to the Intergovernmental Committee for Promoting the Return of Cultural Property to its Countries of Origin or its Restitution (ICPRCP).

 

 

The incumbent will work under the direct supervision of the Senior Programme Specialist for Movable Heritage and Museums, and the general supervision of the Director of the Cultural and Emergencies Entity, who is also the Secretary of the 1970 Convention.

 

The incumbent will coordinate, develop, implement, monitor, evaluate and report on the statutory works of the Convention and ICPRCP, as well as contribute to raising visibility of the two statutory instruments. In addition, s/he will also contribute to the implementation of the Medium-Term Strategy and the Approved Programme and Budget, as well as the 2030 Agenda for Sustainable Development, the African Union 2063 Agenda, the Samoa Pathway Outcome Document for Small Island Developing States, and the Istanbul Programme of Action for Least developed countries through an enlarged scope of the 1970 Convention and ICPRCP.

 

In particular, the incumbent will\:

 

 

1. Contribute to the implementation of the 1970 Convention and ICPRCP, notably by\:

 

 Assisting and advising Member States on the updating of related policies and applications of the Convention;

 

 Elaborating statutory working and information documents, and publications, as well as preparing briefings, speeches, interviews, reports, responding to information requests within deadlines; and

 

 Providing support for the smooth running of the statutory meetings of the Subsidiary Committee, of the Meeting of States Parties and Meeting of States Parties and the ICPRCP, before, during and after their sessions.

 

 

2. Support the implementation of the outreach strategy of both the 1970 Convention and the ICPRCP. This involves, but is not limited to\: 

 

 Outreach to engage different public and private stakeholders groups in the work of the Secretariat and the implementation of both the 1970 Convention and ICPRCP at the international level;

 

 Participating in inter-organizational expert meetings and fora in which illicit trafficking, and return and restitution of cultural heritage are addressed; and

 

 Preparing web news and making public statements, notably in the media.

 

3. Provide substantive and organizational support for the development and coordination of a global capacity building strategy to translate the principles of the 1970 Convention into national policies and programmes and to support Member States by coordinating, developing and evaluating operational and capacity-building training activities and needs.

 

 

4. Strengthen the mobilization of voluntary contributions for programmes and projects in line with the priorities of the prevailing C/5 Programme and Budget and the Culture Sector Resources Mobilization Framework by identifying and maintaining partnerships, developing project proposals, and ensuring their implementation and reporting to the donors.

  

5. Contribute to the development and implementation of the intra- and intersectoral cooperation and work in support of the 2030 Agenda for Sustainable Development, the African Union 2063 Agenda, the Samoa Pathway Outcome Document for Small Island Developing States, and the Istanbul Programme of Action for Least developed countries, including, but not limited to, areas such as the role of Museums in fighting the Illicit Trafficking of Cultural Property and preventing violent extremism through education.

 

Education
• Advanced university degree (Master’s or equivalent) in the field of culture or a related discipline.

 

Work Experience
• Minimum of four (4) years of progressively responsible and relevant professional experience in the field of Culture.
• Relevant experience acquired at the international level.
• Experience in designing, implementing and managing programmes and/or projects related to Culture.

 

Skills and competencies
• Good knowledge of UNESCO's work in the field of Culture.
• Familiarity with the work and general functioning of international organizations.
• Capacity to build and maintain effective working relations with national authorities, cultural institutions and relevant intergovernmental and nongovernmental organizations.
• Good knowledge of resource mobilization mechanisms, with proven ability to mobilize resources and build partnerships.
• Good analytical and strong negotiating and advocacy skills.

 

Languages
• English and French are the working languages of the UNESCO Secretariat. For this post, excellent knowledge of either English or French is required.
