Background

The UN General Assembly, and all its 193-member countries, in September 2015 adopted a global development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, planet and prosperity.  It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets, to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit and the SDGs officially came into force on 1st January 2016. The Government of India has actively engaged in mainstreaming the SDGs in its work from early 2016. NITI Aayog, the National Institution for Transforming India, has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of “whole of government” approach. NITI Aayog has prepared an Action Agenda (3 Years) and is preparing medium term perspective plan (7 years) and long term (15 years) goals for the country through a 15-year vision document for a period up to 2030, which will be co-terminus with Sustainable Development Goals. NITI Aayog has also developed the Output Outcome Monitoring Framework – OOMF. The Ministry of Statistics and Programme Implementation (MoSPI) has prepared the draft National Indicator Framework (NIF) consisting of 306 indicators.  Based on 62 high priority indicators, NITI Aayog has prepared an SDG India Baseline Index in the year 2018 in which the State of Punjab is in the category of ‘Performer’. NITI Aayog is now in the process of publishing the SDG India Index Baseline Report 2.0 for the year 2019.
The UNDP India Country Programme Document CPD (2018-2022) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of an UN system wide to SDG roll out for visioning and planning in India. UNDP has done some pioneering work on localizing SDGs in States like Uttarakhand, Haryana, Assam, Madhya Pradesh and North East. The focus of the agency is to support the States in Localisation & Integration and to provide technical capacity in the implementation framework for SDGs. In view of India’s commitment to the 2030 Agenda, the Economic and Statistical Organisation (ESO), Department of Planning has come up with vision document focusing on sectoral growth aligned with SDGs and is in the process of developing State Indicator Framework also. State level consultations are underway to align the global goals with the planning process of the State.
To implement the ambitious targets set for itself in SDG VISION 2030, the Government of Punjab is partnering with UNDP to establish SDG Coordination Centre (SDGCC) under Punjab State Board for Economic Policy and Planning reporting to the Department of Planning. UNDP is putting together a team of experts to be a part of the PMU in SDGCC and work closely with relevant government departments, technical agencies, UN agencies, civil society organization and academic institutions to provide the requisite impetus to the state government’s initiative in rolling out the SDGs. The team is expected to catalyse the actions around achieving the Global Goals by 2030 by performing the role of a think tank and solutions provider to the State.
The services of an SDGCC Resource Mobilization and Partnerships Lead are required to work under the overall leadership and guidance of SDGCC Project Head and lead a small team in developing and helping implement strategies and suitable operational modalities for SDGCC’s engagement with the private sector, build networks with the private sector, foundations, philanthropy organisations, and apex industry bodies; identify and develop partnership projects in translating the SDG vision into a reality. 
The Resource Mobilization and Partnerships Lead will coordinate efforts with the other Programme Leads in SDGCC, Government of Punjab Departments and Private Sector Engagement Unit in UNDP Delhi in the India Country Office for building linkages with the programme areas and the SDGs.  The incumbent is also expected to provide technical inputs and contribute to UNDP’s advocacy efforts to engage with the private sector at the state level.

Duties and Responsibilities

Supervisors: SDGCC Project Head, UNDP Punjab

Under the supervision of the SDGCC Project Head, Punjab, the incumbent will –

1. Mapping the Financing needs of the State and matching with the right financing instrument

• Formulation of the detailed Financing - Gap Analysis of the State 
• Identification and development of new innovative initiatives, partnerships and ways of thinking to support programmes based on research and best global practices.
• Identification of entry points for innovations (e.g. innovations dashboard, hackathons for development, foresight and innovations summit) and facilitate integration in overall SDGCC and UNDP programming.
• Map and analysis of work of Private Sector, CSR and philanthropic organizations within Punjab in relation to the SDGs.
• Scan the environment for private sector partnership opportunities using partner specific analysis, needs and comparative strengths;
• Support SDGCC advocacy efforts on CSR and engagement with the private sector on priority SDG areas;
• Assist in resource mobilization by preparing the background analysis, partner consultations, and high-level meetings to facilitate a closer cooperation with the private sector;
• Offer new avenues of innovative financing for development works by exploring association with banking institutions.
• Take the lead in establishing and maintaining strategic contacts and association with relevant partners, follow-up proactively on engagement ideas and work closely with GoP SDG Leads and SDGCC leads;

2. Develop partnership strategy and implementation framework;


• Draft a strategy to partner with Financial Institutions and Banking facilities in and out of the state.
• Ensure planning and design of Resource Mobilisation and Private Sector Engagement strategy for SDGCC
• Delineate the strategic role of private sector partnerships for SDGCC and opportunities of Resource Mobilisation and partnerships; 
• Develop and help implement SDGCC project’s strategy making the business case for a closer private sector engagement focussing on both partnerships in CSR and core businesses;
• Conceptualise and Launch a Private Sector – SDGCC Platform for Punjab
• Identify innovative ways to partner with the NRI community in support of key development issues of Punjab

3. Leverage and mobilize CSR resources in SDGCC projects and programmes;


• Facilitate outreach and partnership development in identified sectors and programme areas and work with the programme units to formalize subsequent project proposals;
• Identify suitable partnership instruments and operational modalities for engagement with the private sector within the existing laws and regulatory framework;
• Map and track SDGCC’s need for potential private sector engagement initiatives and CSR activities aligned with overall private sector engagement plan;
• Identify the Private Sector – SDG CHAMPIONS for each SDG among the CSR organisations

4. Effective management of the Partnership and RM Component of SDGCC:

• Supervision of RM and Partnership section staff
• Ensure effective and smooth functioning of the section including procurement and finance
• Work closely with the Communications team for appropriate messaging for SDGCC project engagement with the private sector.

Required Skills and Experience

Educational Qualifications 

• Master’s Degree or equivalent in Development Finance International Finance, International Relations, Public and Business Administration, Economics, Marketing, Social Sciences or related field.

Experience: 

• 7-10 years of relevant experience with Merchant Banking, Financial Institution, CSR, Corporate Sector, INGO, International Foundation, Multilateral funding agency, government at the national level or sub-national level being responsible for Resource Mobilization and Private Sector partnerships.
• Experience in working on SDG Bonds, Climate / Green bonds
• Experience in leading a team or sub-offices as part of a larger organization or entity.
• Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Requirements
