NRC in the Islamic Republic in Iran
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 9 provinces in the sectors of Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

Following several breakthroughs, NRC Iran is scaling up its activities in support of the Government of Iran efforts towards an estimated 3 million Afghans residing in country. We are looking for a strong leader to lead our programme unit and shape our country strategy for years to come.

 

Job description

NRC has a fantastic opportunity for an exceptional visionary to shape the development of our programme strategy in the Islamic Republic of Iran. Are you an experienced leader in a humanitarian/recovery/development context? Can you think “out of the box” and offer context-specific solutions? Do you have outstanding analytical and writing skills?

The Head of Programme has to ensure holistic high quality and cost effective programme implementation across the country. He or she is in charge of the technical support to all programme related staff. He/she holds a key role on the mission and reports directly to the Country Director.

  • Line management for Core Competency Specialists and advisors
  • Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide programme input to Country Strategy and Plan of Action
  • Development of Core Competency strategies that are aligned to regional and global priorities and strategies
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  • Identify funding opportunities, develop funding strategies and forecasts
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  • Quality control, M&E and organizational learning
  • Capacity building of all technical staff
  • In-country representation
  • Promote the rights of refugees and displaced in line with the advocacy strategy
  • Ensure that key learnings are extracted from operations regarding protection, and incorporate them into program strategy and staff development processes.

Qualifications

A university graduate with a minimum of 4 years’ experience from a senior management position in a humanitarian/recovery context. You will ideally have a solid knowledge of NRC's Core Competencies with documented results relevant to the position's responsibilities. A skilled leader and strategic thinker who is able to think "out of the box" and offer context-specific solutions, coupled with proven outstanding analytical and writing skills. A confident networker, eager to forge partnerships with a wide range of stakeholders, including senior level Iran authorities, national and international NGOs and donors.

  • Strong understanding of protection principles
  • Experience from working in complex contexts
  • Fluency in English, both written and verbal
  • Valid Driver's license

  • This is a Family Duty Station
  • Contract duration: 24 months with the possibility for extension
