Green Climate Fund (GCF) Accreditation Consultant-Uganda

As part of Readiness and Preparatory Support Programme (“Readiness Project”), GCF provides support to enhance capacity of Direct Access Entities (DAEs) in accessing the GCF in accordance with national priorities. The Direct Access Entities nominated for this purpose are Kampala Capital City Authority(KCCA), National Environment Management Authority (NEMA) and Uganda Development Bank Ltd (UDBL).

The purpose of this assignment therefore is for the proposed Green Climate Fund (GCF) Accreditation Consultant to provide technical support to the three (3) nominated Direct Access Entities (DAEs) towards realizing accreditation as defined in the scope of services. 

Government of Uganda places high priority in accessing climate finance to assist in addressing its climate change adaptation and mitigation funding needs as articulated in the Nationally Determined Commitments (NDCs). Uganda’s growing body of policies and strategic plans such as the Vision 2040 strategy and the Second National Development Plan 2015/16-2019/20 demonstrates the commitment of the Government to ready the country to adapt to and mitigate climate change.

In line with the foregoing, the Global Green Growth Institute (GGGI) in partnership the Ministry of Finance, Planning and Economic Development (MoFPED) / the National Designated Authority (NDA) for Climate Finance under a grant funding arrangement from Green Climate Fund (GCF) is undertaking a two-year GCF Readiness and Preparatory Support Programme (RSP). The Readiness program builds on Uganda’s earlier efforts to strengthen its engagement with the GCF with the objective of realizing the following:

(i)              Strengthen country capacity by enhancing coordination mechanisms and No Objection Procedure (NOL)following multi-stakeholder input;

(ii)            Support the NDA to establish a broad-based multi-stakeholder engagement process;

(iii)           Support direct access accreditation for three (3) nominated Direct Access Entities (DAEs) namely; Kampala Capital City Authority (KCCA), National Environment Management Authority (NEMA) and Uganda Development Bank Ltd (UDBL);

(iv)           Access to finance through development of concept notes climate change mitigation and adaptation projects in priority sectors.

(v)            Engage the private sector to improve the availability of finance for climate change projects.

Pursuant to the fore-going, GGGI-Uganda intends to apply part of the Readiness Support Programme proceeds towards retaining a Green Climate Fund  (GCF) Accreditation Consultant.

Scope of Services

The Green Climate Fund (GCF) Accreditation Consultant shall with the approval of the NDA and under the supervision of the Project Manager GCF Readiness Support Program (PM-RPSP) undertake the following namely:

1. Preparation of Nominated Direct Access Entity Accreditation Action Plans and organizational capacity building plans -15 days  

 

a)     Undertake an analysis of the three (3) nominated entities with a view to establishing the information gaps and missing documentation required to meet the GCF accreditation requirements. Some of the entities have undertaken preliminary assessments in-house which can be used as the starting point;

b)     Prepare and /or update accreditation action plans for each of the three (3) nominated entities with clearly defined steps, deliverables and timelines in line with the GCF accreditation application requirements and approval cycles;

c)     Undertake a capacity building needs assessment and prepare a plan for each of the three (3) nominated DAEs with the aim of facilitating/ guiding the GCF accreditation process; and

d)     Prepare a concept note for delivering a capacity building programme through workshops (to be financed by GGGI) for the DAEs based on the needs identified in (c) above. This capacity building concept will in addition to the identified needs provide for sessions on the identification and preparation of bankable projects.

2.  Provide technical and analytical support to address issues/actions identified in the Accreditation action plan - 21days

a)     Lead the technical support for the execution of the capacity building workshops defined in 1(b) as shall be agreed upon with the PM-RPSP & DAE Focal Points;

b)     Assist the DAEs with completing the respective self-assessment tools;

c)       Assist the DAEs with preparing/ concluding their Stage 1 application packages for submission on the Online Application System(OAS).

3. Preparation of a concept notes and project pipeline for DAE’s post accreditation programme - 21days

a)       Provide a prioritized compilation of projects (at least ten (10) for each nominated DAE) that can be generated into concept notes with conformity to NDCs, the GCF Country programme and the NDP III outlook. The project compilation will have a clearly delineated selection criteria including but not limited to: (a) conformity to national aspirations like NDP II or III, (b) GCF investment areas; (c) availability of co-funding; (d) involvement of private sector; (e) appropriateness to available GCF windows/cost ranges, etc. This particular component will be undertaken in Consultation with the NDA Institutional Strengthening Consultant and Project Manager RPSP for harmonization of workflow;

b)       Support the preparation of three (3) priority draft concept notes with the concept sponsor(DAE) from the compiled list for submission to GCF. The selection of these concepts will be in Consultation with the PM-RPSP. The PM-RPSP will lead the detailed engagement on the Concept Notes with the NDA, the GCF & the DAEs.

This is a deliverable based contract, therefore the days as indicated in the scope are only indicative.

Nominated Direct Access Entity Accreditation Action Plans and Capacity Building plans

 

 

This shall include:

2.1A synthesis of the information gaps and documentation relating to the GCF Accreditation process for each of the three nominated DAEs (Gap assessment report and action plans for prioritized entities);

2.2. Detailed accreditation plans for each of the three nominated Direct Access Entities(DAEs);

2.3. Capacity building plan for each of the three nominated DAEs targeting the GCF accreditation requirements;

2.4. Concept note for delivering the capacity building through workshops;

2.5. Concept note for South to South knowledge sharing for the 3 DAE staff (by functional need to the GCF accreditation) to supplement the capacity building workshops.

Week 5

This shall include:

4.1.  Three draft concept notes for GCF submission covering all the 3 nominated DAEs;

4.2. A project pipeline of at least 10 projects per entity with clearly delineated criteria as proposed in the scope of services;

4.3. A synthesis(Final Report) of the Accreditation Support Process capturing all the deliverables and emerging issues that may require further consideration by the NDA/ISC in enhancing Uganda’s engagement with the GCF.

Week 8

The Consultant shall make the above submissions to the Country Representative, GGGI Uganda and work under the direct supervision of the Project Manager – GCF Readiness and Preparatory Support Programme Uganda. The Consultant will provide the Project Manager – GCF RPSP with weekly updates on progress of the assignment.

Qualifications/Experience/Expertise

 

Education:

An advanced university degree (Master's degree or equivalent) in finance, climate change, sustainable development, Business Administration, development economics, statistics, engineering, environmental science, international development, law and policy, or other disciplines related to sustainable, development, environmental management, or green growth;

Experience:

1)     At least 10 years’ experience in supporting organizational change and process management

2)     At least 8 years’ experience working on the preparation/ development of bankable projects (preferably in climate change related aspects);

3)     Demonstrated experience in the design and development of climate change mitigation and adaptation projects, specifically oriented towards obtaining (international) donor funding;

4)     Experience supporting national, regional or international / financing institutions with building capacity to apply international best practice standards to increase access to finance for sustainable development and/or climate change (such as GCF accreditation, ISO Certification, etc.);

5)     Good understanding of the Green Climate Fund (GCF) and GCF investment criteria is highly desirable;

6)     An extensive knowledge on climate investment landscape in Uganda;

7)     Previous experience in conducting institutional gap analysis is an advantage.
