Background
Despite the current volatile environment, there exists a shared country, history, and culture. Dialogue processes allow acknowledging differences while at the same time making space for a dialogue that encourages Yemenis to act on their commonalities. The ongoing Enhanced Rural Resilience in Yemen (ERRY) has intervened by tapping the commonalities as opportunities and tools for conflict mitigation approach. The intervention has not only focused on sensitizing targeted communities but also bringing affected communities together to have a common dialogue and identify self-intervention led solution.
- Output 1. Community livelihoods, productive assets and food security are improved to strengthen resilience and self relianace;
- Output2. Vulnerable communities benefit from solar energy for sustainable livelihoods opportunities and enhanced social service delivery;
- Output 3: Communities and local authorities have enhanced capacities to respond to conflict and gender sensitive priorities needs.
UNDP Yemen seeks to hire a National Field Coordinator (ERRYII) based in the UNDP Country Sub Office in Aden to support the ERRY II implementation.
Duties and Responsibilities
Under the direct supervision of the UNDP ERRY Project Manager based in Sana’a, and in close coordination with UNDP’s relevant national coordinators based in Aden and Head of Sub Office, the National Field Coordinator will act as the focal point for ERRY II led by UNDP in southern regions of Aden, Abyan, Lahj and Taiz governorates, both internally and externally, responsible for providing technical advice and support to the administrative and financial delivery, and effective implementation of the project in accordance with the UNDP standards and best practices. The coordinator would also be responsible to manage the partners to support smooth implementation of activities.
Summary of key functions:
Provision of advisory support to project implementation, including delivery of technical, operational, financial and administrative outputs and tracking the progress of the project by monitoring and reporting:
- Support ERRY Project Manager both technical and operation in the implementation of project activities in the southern governorates of Abyan, Lahj and Taiz;
- Oversee the implementing partners of the project in the southern regions (Abyan, Taiz and Lahj) and provide related support on coordination with local stakeholders and authorities;
- Support technical specialists of ERRY UNDP team in overseeing the assistance for the project implementation;
- Support M&E officer to develop a monitoring and evaluation framework for the project in the targeted governorates according to UNDP rules and regulations, and standards for donor reporting;
- Support MIS specialists of ERRY UNDP in managing the information system for the project in the southern governorates while coordinating with the implementing partners;
- Support Communication specialist of ERRY UNDP in managing the success stories, human stories and identification of media coverage of the project in the southern govenorates;
- Prepare monthly reports and input to the Head of Sub office on progress of activities, for internal and external sharing;
- Conduct spot checks and field visits to project location sites on monthly basis and support implementing partners to improve the delivery in term quality assurance;
- Record issues, risks and lessons learnt before, during and after project completion.
Capacity building and provision of technical advice to implementing partners on project management
- Develop the capacities of implementing partners on key technical and managerial areas where UNDP support would be beneficial in consultation with technical specialists and project management team;
- Coach and mentor relevant staff of implementing partner to build their capacities on ways of working with local authorities.
- Develop strong relationships with the implementing partners, liaising with relevant stakeholders to promote linkages between ERRY UNDP activities and other participating UN agencies (PUNOs), humanitarian and development agencies and local authorities to maximise impact and synergy;
- Prepare substantive briefs on possible areas of cooperation, identifying opportunities for joint initiatives, and recommending approaches to ERRY team in terms of joint activities with potential for scale-up and replicability;
- Represent ERRY UNDP in relevant forum organized by JCU or local authorities related to the project requirements or requested by Head of Sub Office;
- Develop close consultations and collaboration with YECRP, SPCRP, YLHS, Rule of Law and other projects to build synergy internally and harmony with regards to information sharing, adaptation of approaches and tools.
- Coordinate closely with JCU focal point or coordinator in the southern hub for better synergy and coordination.
Knowledge management/development and communications:
- Identification and synthesis of best practices and lessons learnt into project goals;
- Contribute to timely communication and outreach, in close coordination with the Communications Specialist of ERRY project and UNDP country office, through social media, success stories, blog and press releases;
- Share relevant and substantive and operational experiences with other colleagues and counterparts; (Develop knowledge products to be shared with the Project partners).
Ensure Gender mainstreaming throughout the project implementation:
- Ensure gender is effectively mainstreamed throughout the project implementation, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail in close coordination and consultation with partners.
- Ensure knowledge on gender equality is incorporated in the project’s knowledge management activities and products.

Required Skills and Experience
Education:
- Masters degree in in project management with emphasis on Public Administration, Public Policy, Development Studies, Conflict Management, or related Social Science fields.
- Or bachelor’s degree in in project management with emphasis on Public Administration, Public Policy, Development Studies, Conflict Management, or related Social Science fields with additional years of experience as indicated in the “Experience” section below could be accepted in lieu of the Masters degree
Experience:
- Minimum three years of relevant working experience with Master’s degree or five years with bachelor’s degree in the areas of resilience, humanitarian, livelihood, solar energy and social cohesion including below;
- Demonstrated strong understanding of consensus building, strong analytical skills combined with good judgment;
- Discretion and sound reasoning in dealing with sensitive matters; ability to independently solve complex and challenging problems;
- Strong planning and organizational skills; ability to handle planning and budgeting or multiple concurrent projects/activities;
- Demonstrated financial management and accountability skills;
- Good understanding of operational management;
- Proven experience in partnership building and networking;
- Excellent interpersonal skills; ability to establish and maintain effective working relations with sensitivity;
- Ability to work under pressure and meet deadlines;
- Experience of conflict sensitivity analysis and arms control issues in the Yemen context.
- Proficient computer skills and use of relevant software and other applications;
- Knowledge of UNDP programme management procedures and policies, including experience with Atlas (Resource Management System) is an asset.
- Fluency in English and Arabic, both written and oral is mandatory.
