Treasury Officer

THE POSITION

Under the general supervision of the Head of Finance, the Treasury Officer will lead efforts on multiple core Treasury operations and payments compliance consistent with IDLO policies and procedures. The Treasury Officer will proactively take ownership of a range of duties including but not limited to the resolution of banking and financial service inquiries, comprehensive analysis and conclusions on operating and payments activities, and execution of treasury compliance activities related to banking, payments and investments. S/he will drive the implementation of new processes and systems, documentation of standard operating procedures and other projects as assigned, related to treasury management. Specifically, the incumbent will be responsible for the following duties and tasks:

  1)     Cash & Bank management:

  • Planning, managing and optimizing cash balances available for investment
  • Developing robust short- and medium-term cash flow forecasts and providing timely and accurate management information
  • Manage the intercompany fund transfers, intercompany borrowing / loans as well as the reimbursement payments of each company. Daily cash management including intercompany subsidiary funding and related journal entries and other payment requests worldwide
  • Proactively monitor cash management processes, identifying non-standard activity, exceptions or non-compliance to cash, banking and treasury policies, and escalating to management (optimize cash management processes and systems)
  • Work with IDLO banks and evaluate bank services capability, monitors bank performance and recommend appropriate action   

 2)      Treasury Risk & Compliance:

  • Work with banking partners to evaluate existing bank relationships and available bank products and pricing; complete compliance reporting
  • Develop and maintain knowledge of relevant regulatory frameworks and responsible for ensuring IDLO’s adherence. Enhance and develop existing treasury policies
  • Responsible for management and maintenance of the various Treasury Service Agreements with banks and other financial institutions
  • Contributing to the global treasury policy and process framework to ensure timely reporting and effective control
  • Engaging with finance and business leaders to raise awareness and understanding of best practice in treasury management and help them to take timely and appropriate action to achieve benefits
  • Provide management reporting on the progress of the compliance activities, escalate issues promptly, and advise on decisions required
  • System access management – manage online banking and trading (FX & Investment) portals. Lead on systems improvements projects for treasury
  • Update and maintain users on multiple global banking portals as requested; work with the legal team and banks for compliance requests, maintain/update bank accounts signatories and resolutions; maintain a database of existing bank accounts and analyze bank charges for potential savings  

3)      Liquidity Planning:

  • Responsible for managing the liquidity forecast (daily basis) for IDLO bank accounts
  • Develop and maintain a monthly rolling forecast in coordination with the respective finance units including managing pre-financing projections of projects
  • Communicate to senior management major deviations to the forecast
  • Make business decisions based on the current and projected liquidity levels

  4)     Treasury analyst:

  • Providing regular financial reporting and management information related to treasury through the evaluation of data from various sources and systems
  • Create forecast vs. actuals analysis to determine if any measures are needed for improvement of planning quality
  • Producing and enhancing the suite of treasury reporting, including support for the month-end close process
  • Analyze FX Exposure; work with Treasurer and FX banks to develop hedging strategies, place hedges, review FX program results, and provide monthly hedge accounting entries

Ideal Candidate Profile

Education and work experience

  • Graduate degree in business, finance, or related field is required. Advanced university degree from an accredited institution in finance, business administration or another related field would be beneficial
  • Professional certification (e.g. Chartered Financial Analyst) preferred
  • Minimum of 5 years of substantial professional experience in the field of finance/Treasury related experience in leading treasury management operations in an international organization
  • Experience with financial reporting systems is essential

Languages

  • Fluent oral and writing skills in English are required
  • Working knowledge of another language (Italian, French, Spanish or Arabic) is desirable

Specific knowledge, skills and competencies

  • Significant experience in operational treasury management (including cash management) for a large international organization
  • Strong attention to detail and accuracy
  • Excellent understanding of global banking network
  • Results driven, self-motivated, flexible, seeks constant improvement and a team player
  • Advanced Microsoft Office skills (i.e. Excel, Word, and PowerPoint)
  • Organized, accurate and able to handle multiple tasks concurrently
  • Good communication skills; ability to build effective working relationships with bankers and internal counterparts
  • Ability to work independently as well as part of a team
  • Proven ability to develop and foster productive working relationships with stakeholders
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate

TERMS AND CONDITIONS

For this internationally professionally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 24 months, with the possibility of extension, subject to performance and availability of funding.

IDLO shall also offer a yearly basic salary in the range of EUR €55,000 to a level commensurate with experience and qualifications, and an additional benefits package including, Provident fund contribution, medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy.  IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdictions.
