Background
In Asia and the Pacific, UNDP is increasingly requested to provide support services to governments and private sector on developing transparent and accountable solutions that contribute to sustainable development in the region. The UNDP Bangkok Regional Hub (BRH) is responsible for the implementation of regional projects, knowledge management activities and the provision of advisory services to the 24 UNDP Country Offices in Asia and the Pacific. BRH has recently launched a flagship project on “Promoting a fair business environment in ASEAN” (2018-2021, the “Project”) that aims to promote an enabling environment for the private sector by promoting good governance, anti-corruption and the rule of law, as well as by encouraging companies to adopt sustainable business practices. This is in line with the UNDP Strategic Plan (2018-2021), which highlights the need for UNDP to become a catalytic organization that helps governments to create an enabling environment for the private sector to align its business with the SDGs.
Under the direct supervision of the Project Manager and the overall guidance of the Project Senior Advisor, the Project Specialist will be responsible for coordinating country-level implementation and reporting of the project “Promoting a fair business environment in ASEAN”, as well as coordinating the production of relevant research & analysis, and supervising the organization of regional events related to the project. In particular, she/he will focus on the coordination of Project activities related to judicial integrity, and work in close cooperation with the gender team to coordinate project activities at regional level related to gender mainstreaming. She/he will support also day-to-day implementation of the Project and other activities related to transparency, accountability, anti-corruption and judicial integrity under UNDP’s Regional Programme Document for Asia and the Pacific.
Duties and Responsibilities
The Project Specialist will perform the following duties and responsibilities:
- Provide programme management support through effective planning, administration, coordination with country offices and partners, as well as reporting – reflecting a human rights based approach and gender mainstreaming considerations;
- Support country offices in developing and implementing the Project in alignment with the 2030 Agenda for sustainable Development;
- Coordinate the production of relevant research and analysis for policy advice and programme support that responds to country office needs and verify that knowledge sharing and content management is in line with guidelines and performed using corporate tools;
- Ensure that relevant resources, lessons learnt and good practices are shared with project partners, stakeholders and communication focal points, through periodic newsletters, social media, as well as organizing dialogues within and between countries;
- Coordinate team contributions and support to corporate knowledge management activities, at region-specific level to help influence/advance policy dialogue in the thematic area in collaboration with policy teams at HQ and in the Bangkok Regional Hub;
- Coordinate and co-organize events with partners to provide high visibility to the project and prepare policy materials, briefing notes and speeches as needed;
- Assist with resource mobilization, including through the analysis of country needs and donors’ priorities, development of concept notes and project documents, including provisional budget plans;
- Participate in relevant country planning and advisory missions, regional and global fora, as needed.

Required Skills and Experience
Education:
Advanced university degree (Master’s or equivalent) in law, governance, political science, other social sciences or related disciplines.
Experience:
- At least 5 years of relevant professional experience on programme support and coordination preferably in the area of transparency, accountability and anti-corruption;
- Experience with designing, administering and managing regional projects that require coordination with various stakeholders is a strong asset;
- Experience working in the Asia-Pacific region is highly desirable;
- Experience in the design and implementation of initiatives for the promotion of and awareness of anti-corruption agenda is an asset.
- Experience in mainstreaming gender equality within international development projects is highly desirable
- Experience in relation to strengthening judicial integrity and court excellence is highly desirable
