Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Energy Systems and Infrastructure Division (PTC/ENE/ESI) focuses on promoting and developing sustainable energy solutions and infrastructure in business, urban and rural contexts. This focus brings together UNIDO’s historic interventions on the supply side through promoting renewable energy technologies and on the demand side through industrial energy efficiency. By bringing together supply and demand side interventions, the Division is positioning the work of UNIDO at the leading edge of emergent energy systems and paradigms driven by the convergence of key technologies such as distributed generation, digitization and storage technologies as well as climate policies. The promotion of industry cross-cutting solutions, such as the implementation of energy management systems and standards, and energy systems optimization continues to be one of the core functions of the Division. In addition, the Division supports Member States with the transition to sustainable energy systems for ISID. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with other Divisions in the Department, as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV) and the Department of Trade, Investment and Innovation (PTC/TII).

PROGRAM CONTEXT The project Sustainable Energy for Palestinian Industry (MOUSTADAM) is financed by the European Union. The project financing agreement was signed in August 2019 and the project is due to start its operations for a period of 4 years. The project objective is to promote energy management systems and renewable energy use in Palestinian Industry. By developing policy, legal and regulatory framework and supporting relevant stakeholders to enforce operational guidelines for net metering, the Project aims to set the foundations for a conducive RE/EE environment in the industrial sector. Complementary measures will address simultaneously both the supply and the demand side for RE/EE by harnessing the transfer and development of new capacities in terms of design, installation, operation and maintenance. This will happen while stimulating awareness of different target groups on the opportunities available in the development of a green economy and/or in the adoption production models embracing RE/EE technologies. A platform of dialogue between SMEs, research centres and universities is expected to further support the development process by promoting linkages, dialogue and exchanges on Research and Development and fostering innovation and entrepreneurship. The programme will ultimately contribute to creating a new market for and within the Palestinian industry, reducing energy needs through development of local energy solutions, promoting innovations, encouraging entrepreneurship and creating employment opportunities. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

Under overall supervision of the UNIDO Program Manager, in cooperation with other staff of the project management unit (PMU) in Palestine and UNIDO experts and in consultation with specialized national and international experts (as required), the National Programme Director (NPD) will be responsible to overlook the programme implementation covering West Bank, Gaza and Jerusalem, the NPD is expected to carry out the following functions: 1. Serves as the principal conduit for communications; related to the UNIDO energy programme at the country level; 2. Maintains close contact with all local stakeholders, including government institutions, international organizations, locally-based donor institutions, economic organizations and the private sector and academia, with a view to strengthening their relations and partnerships with UNIDO; 3. Undertakes pro-active promotion of UNIDO’s energy programme and activities, and implement a suitable strategy for the communication of the programme and other advocacy functions; 4. Develop a detailed programme workplan and monitors the programme implementation on the ground level and submit bi-annual progress reports to the programme manager for processing and dissemination within UNIDO and to the donor; 5. Supervises the financial and human resources assigned to the programme ensuring appropriate coverage, guidance and supervision of project staff, efficient and effective use of such resources, compliance with the requirements of the UN Security Management Systems including ensuring the security and safety of persons employed by the Organization and their eligible dependents, as well as the protection of all assets, property and information belonging to the Organization through the programme. This includes initiation of requests in line with UNIDO rules and regulations in the ERP system; 6. Undertakes on-site project visits as required to ensure smooth programme delivery; 7. Manage, monitor and report actual project implementation and outcome compared to the planned project implementation as specified in the project document and in line with the procedures and guidelines by EU and UNIDO; 8. Maintain records of project deliverables, documents, files, equipment and materials that are part of the project; 9. Assist the evaluation of the programme as specified in the description of action document and in line with applicable guidelines by EU and UNIDO; 10. Contributes to programme expansion and identify funding opportunities for future energy programmes; 11. Participates and represents UNIDO in relevant energy events at the country level, as applicable; 12. Undertakes other related duties and assignments as required.

Minimum Requirements

Education

Advanced University degree in economics, international relations or other relevant field.

Languages

Fluency in written and spoken English and Arabic is required.

Computer Skills

Field of Expertise

A minimum of seven years of progressively responsible professional work experience at the national level in the field of industry, in technical cooperation including supervising project teams during the project implementation. Proven relevant experience in the UN system is desirable. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
