ORGANIZATIONAL CONTEXT
The Accounts and Financial Service (AFS) in Budapest is part of the Division of Financial and Administrative Management. The Service maintains, monitors and enhances the financial control systems within UNHCR, supports the work of finance staff in over 120 countries worldwide, and prepares the annual financial statements of UNHCR with revenue of more than USD 4 billion according to International Public Sector Accounting Standards (IPSAS).

The General Ledger (GL) Unit is split into three sub-units responsible for various geographic areas and some specialist tasks, respectively. The position is directly supervised by Snr Finance Associate or Associate Finance Officer who provides regular guidance and advice. Staff are expected to be able to perform the tasks of the equivalent colleagues in other sub-units and to provide back-up as required.

FUNCTIONAL STATEMENT
Accountability
- Selected open item suspense accounts (monetary assets and liabilities) and cash balances in MSRP (Oracle/PeopleSoft) have a reasonable basis for the Financial Statements.
- Cases where insufficient progress would expose UNHCR to audit risk are actively identified, followed up and escalated.
- An atmosphere of trust with the HQ units and field offices is built and maintained.

Responsibility
- Provide answers and guidelines for finance-related questions.
- Prepare monthly finance-related reports and analyses.
- Carry out month-end and year-end closing activities such as accounting for long-term employee benefit liabilities and value adjustments for open items to ensure IPSAS compliance.
- Participate in the preparation of UNHCR Financial Statements and respond to audit requests.
- Monitor bank and cash accounts of headquarters and field offices and ensure reconciliations are prepared by the deadline and adhere to quality requirements.
- Monitor open items and review supporting documentation.
- Monitor expense and revenue accounts for major variances.
- Review and prepare staff separation documents according to the internal standard operating procedures (SOPs) for necessary adjustments and clearance.
- Send monthly UNDP SCA expense reports to field offices and monitor the booking of related charges.
- Monitor petty cash accounts, handle petty cash-related requests and prepare Petty Cash authorization memos.
- Prepare and update SOPs and guidance notes.
- Re-perform reconciliations for field bank accounts on a sample basis.
- Liaise with field offices and HQ units and request corrections/adjustments relating to the above issues.
- Perform other related duties as required.

Authority
- Identify, propose and advise on correct accounting treatment for issues raised by field offices and HQ units.
- Follow-up on issues and errors relating to bank, cash and petty cash accounts and open items with relevant UNHCR Offices.
- Obtain from HQ and field offices any information necessary to carry out assigned responsibilities.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Completion of Secondary education, together with training/certificate in Accounting, Business Administration, Finance or related field.
- Minimum five years of previous job experience in the field of accounting or finance.
- Working experience with ERP financial modules such as PeopleSoft, Oracle or SAP.
- Excellent computer skills, in particular in MS Office applications.
- Fluency in English, including strong drafting skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Postsecondary education in a related field can be considered an advantage.
- Good knowledge of United Nations financial rules and procedures.
- Good understanding of accrual accounting (such as IPSAS or IFRS).
