Job Description

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. IRC’s programs in Jordan focuses on urban interventions in the north that address gender-based violence specifically violence against women and girls for Syrian refugees and host community members as well as reproductive health care to Syrian refugees through two clinics based in Ramtha and Mafraq, a primary health care facility in Zaatari refugee camp and three reproductive health care clinics in Azraq refugee camp. Since January 2013, IRC also carries out Child Protection programs in Syrian refugee camps, providing specialized services for the identification, support and protection of unaccompanied children (UAC) and other children at risk.
Job Overview/Summary:
Senior Health Officer will be responsible for overall administration of the IRC Primary Health Care facility at Zaatari refugee camp and supervision of health staff deployed at the health facility. In addition, the position is responsible for the following;
Major Responsibilities:
The Senior Health Officer will be focal point for all the operations by the IRC at Zaatari refugee camp. The position will be specifically responsible for conducting the following activities:
Overseeing the implementation
- Ensuring that objectives, targets and indicators are achieved according to the logical framework of the project and the budget
- Ensuring the quality of the program established in conformity with the technical and project management standards
- In coordination with the health manager, providing technical guidance to the health teams based in Zaatari camp on how to improve relevance, adaptability and quality of the interventions carried out
- Planning and overseeing project implementation in close coordination with the health manager and with Human Resources, Logistic and Finance departments
- Providing continuous technical support, training, and orientation to the team to ensure quality of implementation
Coordination with local stakeholders
Representing the IRC externally in relevant technical forums in the intervention area
Represent IRC in health working group meetings conducted at the refugee camp when needed
Attend internal and external visits at the health facility
Providing regular updates to relevant partners on progress achievements, challenges, and planning at Zaatari camp
Coordinate with other health care providers in the camp and outside the camp to ensure referrals of patients to appropriate level of health care facilities to receive the needed services when required and respond to any challenges faced during referrals and take remedial measures
Monitoring, evaluation and Reporting
- Developing or reviewing data collection and monitoring tools for all activities of the response, and providing training/orientation to the team in coordination with and support from the health manager on their use
- Ensuring timeliness, quality and completeness of reporting for all planned activities, through systematic review and feedback on reporting tools
- Preparing monthly Activity Progress Reports according to the agreed tools to the health manager and relevant management team within established deadlines
- Preparing donor reporting with the support of the health manager, and Grant and Reporting teams according to established templates and deadlines
- Capitalization of program-related data and documentation of the innovations achieved
Team Management
- Team management (leadership, monitoring, motivation) at the Zaatari camp level
- Assessing training needs of the team and building their technical capacity in coordination with and support from the health manager
- Appraisal of team members according to the organization procedures
- Staff development of team members
Key Working Relationships:
Position Reports to: Health Manager
Position directly supervises: All the health staff deployed at the IRC Zaatari health facility    
Indirect Reporting: Health Coordinator
Other Internal and/or external contacts.
Internal: Health Coordinator
External: MOH, UNHCR, UNFPA, IMC, JHAS and other health care providers Zaatari refugee camp
Qualifications
Education: Bachelor degree in health related field
Work Experience: 3 to 5 years’ experience on similar positions.
Experience in humanitarian settings with NGOs/INGOs desirable.
Demonstrated Skills and Competencies:
- Knowledge and skills regarding registration and reporting systems, particularly HIS
- Experience in team management
- Team work, flexibility and relationship building skills
- Excellent communication and interpersonal skills
- Excellent computer skills including; Microsoft word, excel, outlook and database management
- Good communication skills
- Knowledge on RH protocols and guidelines
- Ability to relate to and motivate local staff effectively

Language Skills: Fluent in Arabic and English

Working Environment:
The IRC is providing Primary health Care services to the Syrian Refugees and vulnerable Jordanian communities in Mafraq and Ramtha through fixed clinics and a Primary Health Care facility in Zaatrai refugee camp. The IRC has recently started Reproductive Health care service delivery at Azraq refugee camp. This position will be primarily based in the IRC health facility in Zaatari refugee camp but will also provide the required services in Mafraq and Ramtha clinics or Azraq when needed. The security situation in the IRC intervention areas is generally calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
