Job Description

The IRC Yemen Country program was established in 2012 and is currently implementing Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women’s Protection and Empowerment and Education programming across eight governorates. The IRC Yemen Country Program operates from its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeidah and Al Dhale’e, with the Al Dhale’e office covering Lahj and Shabwah. The FY20 portfolio is approximately $29 million with potential for expansion in FY20 and includes diverse donors.

Scope of Work:

Reporting to the Grants and Compliance Coordinator, the role focuses on coordinating grants management and reporting processes, working in collaboration with other Grants department staff to produce high-quality and timely donor reporting and conducting staff capacity building on grants and reporting. The Grants and Reporting Manager will be responsible for providing program and support teams with general grants management support and advise on donor compliance and IRC regulations to ensure grants are implemented on-track, on-time, and on-budget. This position is ideal for a self-motivated and enthusiastic team player with strong grants experience who can produce quality deliverables within a limited time period.

Key Responsibilities:

Grant Reporting:

  • Manage all grant reporting to ensure timely delivery of high-quality reports for donors that meet donor and IRC requirements, coordinating closely with program managers and coordinators for inputs
  • Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools
  • Alongside the finance team, assist program technical leads and operations staff with understanding the financial reporting requirements of their grants

Grants Management:

  • Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor regulations and IRC procedures to support on-track, on-time, and on-budget implementation
  • Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular Grant Review, Opening, and Closing Meetings
  • Oversee a comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed
  • Maintain a broad and deep understanding of relevant donor policies, regulations and procedures
  • Support program staff in grant revisions, modifications, no-cost extensions, or budget realignments
  • Provide support to the Grants Coordinator (Sr.), Deputy Director of Programs (DDP), and/or Country Director in liaison or representation to donors, tracking key donor correspondence
  • Ensure effective channels of internal and external communications relating to grants are established and respected, confirming senior management and technical leads understand donor communication protocols and provide copies of correspondence for files
  • Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions
  • Liaise with IRC HQ in NY and London about specific compliance issues, clearly communicating issues to relevant colleagues

Capacity Building:

  • Conduct ongoing capacity strengthening of staff in report writing, editing and critical analysis
  • Provide capacity building for staff in grants management, spending tracking, and compliance
  • Support training to program staff related to IRC and donor regulations and processes for visibility and communications

Qualifications

Required Qualifications and Experience:

  • Bachelor's degree in relevant discipline and at least three years of relevant grants or project/program management experience, international experience desirable but not essential
  • Strong written and verbal communication in English and Arabic is required
  • Demonstrated understanding of grants management, with proven experience in managing large multi-donor (including European and US) portfolios
  • Demonstrated proficiency in donor reporting, with strong writing, editing, and critical analysis skills
  • Solid ability to communicate concisely, respectfully, and with impact
  • Flexibility to adapt to changing requirements and needs
  • Familiarity in capacity building of staff, especially with regards to program oversight and reporting

Work Environment

  • Ability to work after office hours to achieve assigned tasks as per need & priority
