Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures, volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational context and brief project description

UNICEF India has launched the UReport platform to amplify the voices of citizens to create positive change in their communities.

U-Report is a mobile phone-based technology that provides a forum of opinion and information sharing for children, adolescents and adults. Using a crowd-sourcing approach to initiate a virtual dialogue with the members (‘U-Reporters’) the ultimate aim of the program is to stimulate citizen-led and adolescent/youth-led development. Once the information is collected the data is instantly analyzed. The information is subsequently utilized in advocacy work across all media channels, many UNICEF programs and through partner engagement. UReporters will be engaged via social media and will be asked via weekly polls, quizzes, challenges, to share their ideas, opinions and feedback about issues that matter most to them.  U-Report has evolved into a powerful source of information to improve service delivery and increase youth engagement in policy dialogues with about 300,000 U-Reporters in India (https://india.ureport.in ).  The UReport platform is present in over 30 other countries around the world with more than 7 million U-Reporters globally. U-Reporters are recruited through partnerships with youth organizations and other civil society organizations. A U-Report Steering Committee / Working group comprising of UNICEF programme teams, government partners, youth organizations and young people will be responsible for planning and supervising the scale up of the UReport platform in India.

Living Conditions

Living in New Delhi is like any other metropolis in the world with its own share of experiences and conditions. Being the capital city, traffic is busy with a popualiton of 26 m in NCR alone. The summers are hot and the winter is generally cold but manageable. A welcome briefing book will be provided later upon confirmation.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to Rs. 42,473.67 will be provided to NUNV. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.

 

Duties and Responsibilities

UNICEF India is keen to work with an enthusiastic, hardworking and determined UN Volunteer to increase the reach and engagement of UReport in India. Under the direct supervision of the Programme Specialist (Innovation), the national UNV will undertake the following tasks to support the U-Report programme implementation:

  1. Use U-Report data for action:
    1. Analyze and compile U-Report data into clear, concise reports for use by UNICEF programmes, key government and development partners, CSOs and media.
    2. Perform a pivotal role in identifying U-Reporter stories for media publications and avail them to the requesting partners for use.
    3. Conceptualize infographics, flash presentations or other information outputs and work with the design team to develop these.
    4. Provide UReport dashboards and training to UNICEF programmes and partners, as well as informing them of key findings from their States / districts, to allow them to react directly to their constituents’ needs.
    5. Manage partner dashboards, as required, and update these frequently with evolving keywords.         
  1. Programme management:
    1. Organise, schedule, optimize and update the U-Report Poll calendar
    2. Review and verify U-Reporters recruited by partners to ensure their details are correctly captured by the system and allocated to their corresponding groups.
  1. Design and implement the M&E strategy for U-Report India: Adapt the global U-Report M&E framework for India, design tools to collect and analyze data for M&E and create reports showing progress on indicators for the U-Report Steering committee and for internal circulation.
  1. Maintain the U-Report India website: Work with the development team to ensure that the website is always up to date, the polls are updated and are showing correct data, region and UReporter representation on the website is accurate, etc. and make technical recommendations to improve website functionalities.
  1. Carry out daily U-Report RapidPro system tests to detect and avoid malfunctions and make technical recommendations to the development team to ensure that the system performs to optimum capabilities and that new features are created to improve the speed of real-time data analysis functions.
  1. Contribute to design of and maintain any other analytical platforms or dashboards that may be developed in future for U-Report India.
  1. Work closely with the M&E focal points in the various UNICEF programme sections to align and integrate U-Report output with programme result areas.
  1. Collaborate with regional and global U-Report teams for knowledge management and adopting best practices to strengthen UReport India programme.
  1. Create flows in RapidPro (RapidPro is the technology platform of U-Report. Training support will be provided.)
  1. Undertake travel to UNICEF State offices or to the field in India, as may be required.
  1. Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.  
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

Advanced university degree in Informational Technology, Statistics, Economics, Social policy economics, Bioinformatics, or a related field.

Minimum 2 years of relevant work experience in a position that required practical data analysis and the creation of management reports, preferably but not limited to development sectors

Experience creating and using online dashboards for data analysis

Expert level experience of using Microsoft Excel; familiarity with Tableau, Power BI, Infogram, R or Python is a plus

Hands-on technical skills required to create digital content, such as data presentations, reports, infographics, etc.   

Understanding of data ecosystems – big data, data warehousing, machine learning, data sciences, etc. including knowledge of technology for development (T4D) programs

Proven ability to present and communicate new data driven projects and outcomes to a varied audience

Good understanding of development issues, world affairs and current events

Ability to learn and adapt to using new digital platforms and tools

Strong communication skills and the aptitude to handle advanced data integrity tests

Fluency in written and spoken English and Hindi is a must
