Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.

The Division of Nuclear Security (NSNS) is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections\:
•Nuclear Security of Materials Outside of Regulatory Control Section
•Nuclear Security of Materials and Facilities Section
•Information Management Section
•Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section interacts with donors and provides support to the overall planning and coordination of the work of the Division including the evaluation of results, financial matters, reporting to donors and the assessment of outcomes of programme activities. The Section is also responsible for coordinating the training programme implemented by the other three Sections, evaluating the programme and developing a collaborative network of Nuclear Security Support Centres which underpin the sustainability of nuclear security in Member States.


The Education and Training Development Unit coordinates NSNS Divisional education and training activities and provides assistance to States in the planning and implementation of nuclear security education, training and human resource development programmes.   It leads in strategy development and programme planning for, and provides guidance on, education and training activities (and the interface between them), assists in identifying the training needs of States and coordinates activities required for the design, development, implementation and evaluation of nuclear security training provided by NSNS. The Unit coordinates internal and external NSNS training and education programme development, the oversight of the revision of the programme in line with recommendations contained in the Nuclear Security Series documents, and other factors defined in NSNS documents purposed for self-assessment.  This Unit provides methodology support and advice to NSNS sections and technical officers, analyses lessons learned from NSNS training practices, accumulates and disseminates good practices in the training area, and works to develop innovative means of training delivery including new teaching techniques such as e-learning. The Unit is also responsible for coordinating two collaborative networks, one for academic and educational institutions engaged in nuclear security education (INSEN) and one concerning the establishment and operation of national Nuclear Security Support Centres (NSSCs) which, along with other PDIC activities, help build capacity and support the sustainability of nuclear security in States.

Role

Under the overall guidance and leadership of the Section Head PDIC, the Unit Head plays several key roles in the Section, leading personally and coordinating a team\: (1) as coordinator of nuclear security training and education activities to ensure that they are effective, up-to-date and reflecting the official position or policy of the IAEA; (2) as facilitator for the delivery of a consistent and coherent nuclear security education and training programme, including developing and maintaining programmes and establishing innovative delivery mechanisms; (3) as advisor providing advice to States on their education and training needs and the implementation of the self-assessment methodology; (4) as innovator for the further development of procedures for the analysis of needs and results, organization, design and implementation of nuclear security training programmes.


Functions / Key Results Expected

Lead in overall strategy development, coordination and programme planning for the Education and Training Development Unit.
Design and develop the overall nuclear security training programme based upon input on Member States' needs.
Oversee the updating of the training programme to ensure that it reflects the Nuclear Security Fundamentals and Recommendations.
Coordinate the work of outsourced training services, using training professionals in nuclear security and their professional organizations as necessary.
Provide guidance and support to senior managers in the Division, the Unit and to relevant staff on the NSNS education and training programmes, from planning to implementation to reporting, and to promote efficient and effective use of resources.
Establish methods for evaluation of the training delivered and measurable outcomes by compiling information and feedback on nuclear security training programmes, their effectiveness and experiences gained; reviewing, in consultation with nuclear security experts, training materials and proposing corresponding revision or development of new modules.
Establish procedures for the selection and introduction of instructors, lecturers and workshop facilitators to deliver nuclear security training material.
Plan, organize, manage and evaluate the work of the team, continuously reviewing effectiveness, focusing on priorities and driving for excellence in line with the IAEA's quality management and results-based programming approach.

Qualifications, Experience and Language skills

• Master's Degree - Advanced degree in engineering or other technical discipline, or an advanced degree in adult learning, education or psychology.

• Minimum seven years in management of training programmes and/or comprehensive training development projects, of which a minimum of five years was conducted at the international level, in the area of nuclear security and/or safety.
• Experience in implementing a systematic approach to training and in human resource, education and training needs analysis and evaluation of training effectiveness in the nuclear field is required.
• Experience in fulfilling instructor, trainer, or facilitator functions is required.
• Experience in project and quality management is required.
• Experience in training in nuclear security is required.
• Experience in developing e-learning is desirable.

• Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $72637 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28982, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
