Project Lead, Investing in sustainable energy in the garment sector

GGGI plans to start a new project relating to the promotion of sustainable energy practices in the garment sector in Cambodia. The project aims to promote the adoption of sustainable energy practices in garment manufacturing SMEs. 

The Project Lead will oversee project implementation by GGGI staff, consultants and consortium partners. The Project Lead will also provide specialized technical energy finance expertise.

The issuing of a contract for this position is subject to GGGI signing the final project agreement with the donor (EU). GGGI anticipates the donor agreement will be signed in quarter 1 of 2020.

 

 

Purpose

 

Technical responsibilities:

  • Building a pipeline of investment projects for sustainable energy interventions in garment sector SMEs, drawing on energy audits
  • Engaging project developers or ESCOs and financial institutions to understand their investment appetite and barriers, develop business models for potential suppliers of technical and financial solutions and negotiate investment in partner SMEs
  • Work with a consultant team to design a guarantee scheme to strengthen investor interest in SMEs and engage development finance institutions on participation in such a guarantee scheme

Project management responsibilities:

  • Overseeing work planning and quality, timely delivery of project outputs by in-country and HQ based staff as well as consortium partners
  • Timely recruitment and procurement
  • Overseeing the consortium’s financial and results reporting and evaluations, with the support of project and HQ staff
  • Oversee all  financial and administrative management, with the support of dedicated staff 
  • Overseeing project communications, with the support of project staff and consultants
  • Ensuring project complies with donor and GGGI policies and procedures 

Engagement 

 

  • Support the country representative in managing the engagement with the donor through regular interaction, organisation of project steering committee meetings and timely and high-quality reporting, and participation in regional knowledge sharing initiatives
  • Support the country rep in managing the engagement with government partners, through project agreements and regular interaction and the organisation of project steering committee meetings.
  • Managing the engagement with consortium partners, ensuring their timely and high-quality contributions
  • Coordination with other divisions of GGGI for prompt support services
  • Building and strengthening partnerships with international/local stakeholders in the public and private sectors including banks and development finance institutions 

 

Delivery 

 

  • Providing technical leadership to other staff members/consultants/counterparts in the area of energy efficiency, clean energy, financial instruments and green investment 
  • Identifying relevant risk reduction instrument and overseeing the detailed design by consultants;
  • Overseeing project staff’s work on developing policy measures and a monitoring, reporting and verification scheme 

 

Requirements 
 
Qualifications

 

  • Education: MBA or Masters level in economics, finance, business, energy, or related fields
  • 10 years of relevant experience, in particular in bankable project development and/or investment appraisal and/or designing financial instruments in public or private sector organizations or financial institutions
  • Experience in developing and emerging markets 

 

Functional

 

  • Experience with project finance, private or public sector projects, and/or banking is a must
  • Project and people management experience
  • Experience implementing donor funded projects 
  • Experience in at least one of the following areas: sustainable energy, energy efficiency, clean technology, industrial development
  • Experience in creating and analyzing financial models, balance sheets and historical and project financial statement
  • Experience of working with high-level government officials, international organizations, bilateral and multilateral development banks etc.
  • Experience in project cycle management and effective means of communications

  • Able to handle complex multi-stakeholder relationships of a high degree of cultural/professional diversity
  • Able and willing to work with government institutions in a developing country context, navigating evolving client expectations and bureaucratic processes
  • Ability to build and nurture a team
