Organizational Setting

The position id located in the FAO office in Hyderabad. Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The positions are envisioned under GCF funded “Transforming Indus Basin with Climate Resilient Agriculture and Water Management” project.

Modelling of climate change scenarios for Pakistan shows that if agriculture and water management in the Indus River Basin continue along a ‘business as usual’ pathway, increasing temperatures and changes in precipitation will pose serious threats to the future livelihoods of farmers and to the Pakistani agricultural sector. In response to this challenge, the GCF funded project, “Transforming Indus Basin with Climate Resilient Agriculture and Water Management”, will help shift Pakistan and Indus Basin agriculture from its current situation of high vulnerability toward an alternative paradigm wherein better information and farming practices will significantly increase resilience to climate change. To do this, the project will develop the country’s capacity to get and use the information it needs to cope with the impacts of climate change on agriculture and water management by putting in place state-of-the art technology (Component 1); building farmers resilience to climate change through skills, knowledge and technology (Component 2), and creating a wider enabling environment for continuous adaptation and expanded sustainable uptake of climate-resilient approaches (Component 3).

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, the direct supervision of International Officers in Hyderabad, and in close coordination with M&E Specialist Islamabad, the Monitoring ad Evaluation Specialist will undertake the following activities;

Technical Focus

Project monitoring and evaluation (M&E) including development of baseline, data collection, analytical tools, provide timely analysis of project progress against indicators and recommendations on the same.

Tasks and responsibilities
  • Undertake all M&E activities for FAO GCF project in Sindh;

  • Develop/update monitoring and evaluation plans and ensure application of both FAO and GCF result based management (RBM) approach;

  • Design and lead baseline surveys, as required to assist project team in setting benchmark values for logical framework indicators and developing project work plan;

  • Develop M&E tools for data collection and analysis;;

  • Develop and adopt modernized M&E tools to monitor project progress vs implementation plans and carry out internal assessments;

  • Perform and train M&E associates/enumerators/project staff in data collection, validation, processing, analysis, interpretation and presentation/dissemination;

  • Play lead role in data verification, data quality assessment/check, analysis and management;

  • Prepare quarterly/six monthly/annual monitoring reports highlighting the progress achieved, deviations tackled and responded or pending remedial actions, supported by field monitoring visits as necessary;

  • Ensure an update-to-date beneficiary database, conduct periodic field visits/spot checks to obtain beneficiary feedback for incorporation into periodic monitoring reports to ensure timely, equitable and transparent delivery of assistance to beneficiaries and the documentation of changes in their climate resilience;

  • Update FAO Field Programme Management and Information System (FPMIS) on regular basis;

  • Conduct periodic monitoring mission to obtain beneficiary feedback and prepare monitoring reports to ensure timely, equitable and transparent delivery of assistance to beneficiaries

  • Lead role in project evaluation;

Minimum Requirements
  • Advance University degree in Monitoring and Evaluation, Project Management, Public Administration, Development Studies or Agriculture Economics;
  • Minimum 8 years of relevant experience in designing, implementing and monitoring and evaluation of rural/agriculture/natural resources management capacity development programs/projects.
  • Good knowledge of Urdu and working knowledge of English.
  • Ability to work in multi-disciplinary and multi-cultural teams is essential;
  • National of Pakistan.
