Contract duration For initial appointments, the Court offers a two-year appointment with the possibility of extension (six months probationary period).

Organisational Context
The Information, Knowledge and Evidence Management Section (IKEMS), headed by an Information Management Coordinator, reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of OTP information and evidence operations.

Systems Architects (SA) are responsible for the cohesive architecture and design of solutions, systems or products. They have an equal footing in both the technical and business areas, and play a vital role in bringing together stakeholders and ensuring their evolving needs are identified, recorded and addressed. They provide guidance and oversight to project managers, developers and other business development and support staff by assisting them in making informed assessments and key decisions relating to projects, systems or products.


Duties and Responsibilities
Under the overall guidance of the Prosecutor and reporting directly to the Information Management Coordinator (IMC), the incumbent will be responsible for the following tasks:

  • Lead and manage the Business Solutions Development Unit and oversee the OTP’s technology and solutions landscape by providing expertise and technical leadership in the development of holistic approaches to the OTP’s information and knowledge management strategy, as well as its systems, processes, and information technology solutions;
  • Develop and implement policies and standards relating to business analyses, requirements gathering, project management, solution testing, procurement and implementation, program and project tracking, review and evaluation, as well as defining acceptable service and delivery standards within the OTP solutions environment;
  • Provide technical expertise and direction with respect to systems architecture and OTP support applications, as well as lead the design, development, and implementation of new solutions, information technology plans, including budget estimates and procurement documentation;
  • Develop project plans and proposals, business analyses and requirements documents, as well as technical design proposals for solutions, systems, applications and architecture/platform components; 
  • Draft and/or review annual project and procurement plans as well as annual program monitoring and evaluation plans;
  • Participate in negotiations for technology design and/or support services with the Information Management Service Section (IMSS), external service providers, as well as the OTP’s Financial Planning and Control Unit and the ICC’s Procurement unit;
  • Collaborate extensively with IMSS and the ICC Enterprise and Solutions Architect and the Architecture and Service Delivery Unit on issues relating to solution compatibility and implementation;
  • Keep abreast of industry developments and global technological innovations which may impact the OTP or its core businesses and draft the annual OTP technology and innovation forecast report, as well as contribute to the preparation of the OTP’s IKEM Strategic Plan;
  • Assist the IMC in identifying technological, architectural, procedural or budgetary shortcomings and look for possible ways to mitigate the impact of these;
  • Prepare ad hoc and/or routine reports, business correspondence, briefings and presentations whenever required, including presentations to senior management; 
  • Serve as back-up to the IMC, when required. 

 

Essential Qualifications

Education:
Advanced university degree in Computer Science, Computer/Software Engineering, Information Systems, Technology Management, Information Technology, Data Science, Telecommunications, or a related field is required. A first-level University Degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Additional professional certification in knowledge management, and/or public management, is desired.


Experience: 

  • At least 7 years of progressively responsible experience (9 years with first level university degree) in managing a team of developers, as well as project management, program evaluation and/or application support staff in a fast-paced information technology environment, or a related field is required;
  • At least 5 years of experience in eliciting, analysing and implementing business requirements and/or solutions is required;
  • At least 5 years of experience in designing, scheduling, planning, pricing, budgeting and successfully completing projects within a certified practitioner/professional Project Management framework (PRINCE2 or PMI), solutions development framework (Agile) and/or process improvement framework (Six Sigma) is required;
  • Certification and/or experience in applying formal IT management framework (ITIL or COBIT) isrequired;
  • Certification and/or experience in implementing systems and services according to TOGAF architecture design framework is required; 
  • Experience in integrating business solutions and applications in a confined architectural environment as well as documenting architectural decisions in common modelling languages (ArchiMate, UML, BPMN, etc.) isrequired;  
  • Proven track record of managing large contracts at all stages: from inception, planning and procurement to delivery of services and project/program evaluation is required.
  • Experience in managing information technology projects and related budgets is required; managing projects of at least one million euros is desirable.

 

Knowledge, Skills and abilities:

  • Supervisory/managerial experience.
  • Relevant professional experience in an international environment would be considered an asset.

Knowledge of Languages:
Proficiency in one of the working language of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
