Overview of position
Organisational setting:
  • The United Nations Human Settlements Program (UN-Habitat), is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially & environmentally sustainable town & cities with the goal of providing adequate shelter for all. This post is located in the UN Habitat Regional Office for Asia & Pacific (ROAP) at the Kabul duty station.
UN-Habitat Afghanistan:
  • UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese & Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands & several bilateral donors as well as the World Bank. During this period, its program expanded to include a wide range of human settlements initiatives, from small scale neighbourhood level improvement schemes to community empowerment.
  • UN-Habitat has presence in 9 provinces of the country, including 5 major cities & works in implementing its strategy through 4 programmers namely Afghanistan Urban Safety & Security Program (AUSSP), Clean & Green Cities (CGC), City for All (K-SMNP & MGSP) & Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA).
Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA):
  • The overarching intention of the Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA) program is to provide a platform for returnees & protracted IDPs to reintegrate & become productive citizens of Afghanistan as quickly as possible. Integrating the lessons of the past decade of responses to displacement in Afghanistan, the program is based on the identification & allocation of appropriate land to returnees & IDPs in proximity to livelihood opportunities as the foundation for self reliance. Following the identification of sites, the settlement will be directed based on a comprehensive assessment of sites’ carrying capacity, economically, environmentally & socially.
  • A land allocation process based on interim tenure arrangements will allow beneficiaries to occupy land with minimal delays & will form the basis for the subsequent allocation of land titles. Humanitarian assistance will be distributed in locations where returnees & IDPs have access to adequate opportunities to become self reliant & long term tenure security. Permanent development interventions to improve access to basic services & housing will be delivered in parallel with humanitarian assistance, augmenting self reliance, avoiding the creation of dependent ‘camps’ & bridging the humanitarian / development ‘gap’.
  • The SHURA program thus seeks to provide a platform from which returnees & IDPs can be the driving force behind their own integration & development by becoming productive members of hosting areas.
Role objectives
  • This is a field managerial responsibility position coordinating with the Data Analyst Expert & Project Managers, assisting in day to day beneficiary enumeration component of the project. S / He will be the custodian of the returnee, IDP & host community. the position would also support the electoral ballot process for the final land allocation in coordination with ARAZI.
  • Responsible for a day to day management & oversight of all data collection activities for beneficiary selection process & oversee the performance management of all Enumerators / Surveyors & make sure the Enumerators understand the questionnaires, familiar with ODK / MobEnzi system of data collection. 
  • Work closely with the program team & remain responsible for the overall database management & reporting of the program activities.
  • Develop / design & format of a computerised Management Information System (MIS) & domain.
  • Coordinate & work with other technical staff to develop relational databases & secondary databases & its integration (i.e. Bio-metric, GIS). 
  • Diagnose & resolve database access & performance issues, plan & coordinate data migrations between systems. 
  • Creation & maintenance of technical documentation & development & maintenance of data warehouse.
  • Work closely with the field staff & support in preparation of all types of progress reports like weekly, monthly, quarterly & annual reports.
  • Discuss & understand reporting formats & make sure that all field staff is reporting field progress using standard reporting formats on regular basis.
  • Provide adequate support & conduct training for recruited Enumerators to ensure they collect qualitative data for SHURA program.
  • Providing support to Data Analyst Expert in managerial oversight to the eventual roll out of beneficiary selection activities, where required engaging the services of external contractors to perform data collection, field communications & other elements of beneficiary selection activities to be outsourced.
  • Assist Data Analyst in development of beneficiary information management guidelines & analysis framework, in close cooperation with beneficiary selection consortium partners & the Ministry of Refugees & Repatriation (MoRR).
  • Generate & develop a vulnerability assessment & household profiling report, documenting lessons learned & ways forward.
  • Create a linkage between MoRR & UN-HABITAT through data collection & data sharing.
  • Perform other duties as may be required by the SHURA CTA / International Program Manager & Data Analyst Expert & ministerial level report at MoRR.
Results expected:

Project reporting
  • With regard to implementation of the SHURA program & to ensure that the required outputs are achieved in line with the work plan, the Database / MIS Officer will be reporting on a day to day basis to the Data Analyst Expert & will adequately, continuously & comprehensively keep him / her informed. S / He will have the following duties & responsibilities. 
  • S / He report to Program Manager.
Key competencies Technical:
- Web development experience with ASP.NET Core web API, Entity Framework Core, JavaScript SPA frameworks, bootstrap & JQuery libraries.
- Development experience with C#, LINQ, HTML5, CSS3 & JavaScript (ES5 or ES6) languages.
- Development experience with JAVA Spring boot, MAVEN, GRADLE & java dependencies resolvers.
- Actively able to develop RESTFull APIs in java & protecting routes using JSON Web Token.
- Development experience with web technologies such as HTTP, Web APIs, REST & JSON.
- Strong understanding of S.O.L.I.D principles, design patterns, best practices, dependency injections, containers & responsive design.
- Prior knowledge of DDD, CQRS, Event Sourcing & Docker is helpful but not required.
- Development & maintenance of the database triggers, functions, stored procedures, views & functions for hosted web applications.
- Develop & maintain high end user secure, user friendly, web applications to meet the required software system.
- Knowledge of visualisations & presentation tools such as MS Power BI, MS Vision & advanced MS Excel will be an advantage.
