EMBL is looking for a Head of Government and EU Relations to provide leadership in its respective area, develop and maintain relations with governments in Member States and beyond, as well as with the EU institutions. The Head will report directly to the Director International Relations and will manage and motivate a growing team ensuring effective implementation of the Laboratory’s missions and objectives in the field of international relations.

Your role

Main tasks include engaging with EMBL’s Member States, European Union institutions, potential new partner countries, policymakers, and other intergovernmental and national organisations, such as EIROforum and institutes that are part of the EMBL Partnership Program. The Head will be providing strategic advice to the Laboratory’s leadership as well as to other internal departments on matters relating to engagements with government and EU actors, also with regard to other strategic collaborations that the Laboratory is developing. The postholder will perform analysis on political issues relating to the effective operation of EMBL, and will be responsible for developing new strategies to meet unique needs and changing political circumstances. You will cooperate with a wide network of external partners for the purpose of developing strong working relations both with high-level political actors and with their offices and will be representing EMBL in European and international fora as required.

The Head will lead and supervise a team of professionals, providing them with advice, guidance and direction towards their career development.

You have

The ideal candidate should have an advanced university degree in international relations, law or European Affairs and several years of responsible professional experience in an intergovernmental setting. Knowledge of contemporary science policy issues and experience in interaction with political stakeholders are required. The ability to understand complex political concepts and act upon them in a timely manner is essential. Thorough knowledge of diplomacy, protocol, and ability to deal with sensitive matters and circumstances is also required.

The Head will have the ability to negotiate at a senior level in bilateral and multilateral negotiations with governments and international organisations. The post holder will have strong analytical skills and the ability to identify problems and offer options for solutions. They will demonstrate the ability to work in a multicultural environment and to maintain effective working relations with people of different national and cultural backgrounds. Full fluency in English is essential.
