Job Description

CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar and Mosul.

Job Overview/Summary:

The IT Officer is responsible for assisting and facilitating the installation, configuration, staff training and operations of IT activities in IRC Erbil office.  Fulfillment of these responsibilities may require regular travel to Kirkuk, Mosul, Baghdad, Salahaddin, Duhok and other locations.  Prominent working relationships are the Program Managers, Emergency Coordinator, Regional ICT Coordinator, and IT colleagues in Iraq IRC offices.

ESSENTIAL JOB FUNCTIONS:

(1) Installation & Configuration of:

  • Desktop/laptop hardware and software, and peripherals.
  • Local Area Network, wireless network, peer-to-peer or client server architecture, as appropriate.
  • Windows 10 operating system on workstations, Windows Server 2008 on servers, Active directory domain and essential network services.
  • Printers, projectors, etc…

(2) Maintenance, Repair & Security:

  • Perform preventative maintenance on all IRC computers and network resources.
  • Create backup solutions for office/individual users and provide the necessary training on the use of these back-up solutions.
  • Update appropriate network security procedures to safeguard system from physical harm, viruses, unauthorized users and damage to data.
  • Create and maintain IRC computer software/hardware inventory ensuring accuracy.
  • Create and maintain network documenation to include IP address, system access, email creation system, upgrades and changes to original network, etc.
  • Diagnose hardware and software faults by questioning clients patiently about a problem and explaining the procedures to them.
  • Working towards a successful resolution of the problems clients present.
  • Managing/Monitoring firewall to ensure accessing internet is in line with IRC standards.
  • Closely collaborate with International and HQ IT team on helpdesk, connectivity and other in country and global IRC IT projects.
  • Investigate local Internet connectivity options to obtain adequate bandwidth for Intranet and application connectivity - with IRC Global Network.Advise the country office and Global/Regional IT accordingly.

(3) Training, Evaluation, & Testing:

  • Develop and implement user and support staff training, including training on basic care and maintenance of computers and equipment for users.
  • Act as the Point of contact for external related IT trainings using professional development funds.
  • Assist Field offices and HR to identify and ensure external trainings are available to staff as this is consistently raised as an area where staff need help (ex: Excel and Word).
  • On demand trainings by management for new projects and applications that IRC use.
  • Test and evaluate new technology as requested by IT manager or Regional IT Team
  • Advise site managers of the technology available to help accomplish their tasks and goals, and help them develop a technology implementation plan inclusive of system design and staff training.
  • Prepare and submit required reports that provide sufficient detail for IT manager to understand the Field office computer environment, needs, IT staff availability and skill levels and future plans.

(4) Policies & Protocols:

  • Develop and implement appropriate protocols for regular maintenance of all IRC computer related equipment.
  • Support in identifying through tender process, as per standard IRC policies and procedures, local supply chain for IRC IT requirements in country.

Qualifications

  • Education: BA Degree in Computer Science or equivalent technical work experience
  • Work Experience: 2 – 4 years.
  • Demonstrated Skills and Competencies:PC Support experience, Outlook experience required, Experience installing, configuring and managing both wired and wireless LAN, Computer imaging skills required
  • Language Skills:English, Kurdish and Arabic.
  • Certificates or Licenses: CCNA courses desired, MCSE or equivalent experience is desired, A+ Certification desired.
  • Other: Ability to lift and carry 50 pounds from floor to a standard desktop, excellent communication and interpersonal skills required.
