Organisation Description: Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

 

Background

Johanniter-Unfall-Hilfe e.V. International Assistance has been active in DRC since 1995, with a focus on North Kivu since 2008. Its overall objective is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. In close cooperation with the Ministry of Health, interventions aim to improve the access to quality primary health care, to support the nutrition status of children under five, pregnant and lactating women and other vulnerable people (e.g. elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV) as well as improved access to water, sanitation and hygiene.

 

In a Nutshell

  • You will lead, supervise and manage a team of national and international staff, ensuring a highly committed, skilled and motivated team.
  • You will lead, coordinate and manage the overall Johanniter programs in DRC to ensure that program objectives are met within budget and in line relevant donor and Johanniter policies and guidelines;
  • Ensure that all activities are aligned to the strategic framework of Johanniter.
  • Provide strategic leadership to develop and maintain strong national and local partnerships.
  • You will work closely with the Global Support Unit (GSU) and report to the Head of Desk in Berlin.

 

What you will do:

 

Human Resource and Team Management

■      Effectively lead, supervise and manage, coach and mentor a team of national and international staff in conformity with applicable labor laws and with internal regulations

■      Recruit and hire national staff and recruit international staff in cooperation with HQ.

■      Develop Job Descriptions and Field Organogram  

■      Promote accountability, communicate expectations and provide constructive feedback.

■      Target setting and performance appraisals of expatriate staff in line with program requirements.

Programme Management

■     Oversee the establishment and implementation of programmes

■     Work with national partners; provide capacity building, support, input and guidance.

■     Ensure that the team and partners are adequately equipped to deliver services that meet or exceed international standards and protocols.

■     Ensure that proper monitoring and evaluation systems are in place, adhered to and objectives are met.

■     Supervise and coach partners and staff to enable the submission of high quality proposals and reports in time for donors and Johanniter HQ.

 

Financial-, Logistics, Compliance Management

■    Review, improve, and/or establish, sound policies, procedures, practices, standards and tools consistent with Johanniter guidelines, and ensure effective monitoring and control of resources, ie. budget, finance, property, human resources, etc.

■    Ensure that systems are in place, policies implemented and adhered to.

■    Develop, monitor and forecast annual budget and ensure financial reporting in time and quality, audit compliance and cash flow.

■    Responsible for all legal matters in the country

■    Follow-up recommendations of internal/external audits. 

■    Prevent and fight against corruption and investigate suspected fraud cases.

 

Safety and Security  

■    Prioritise Safety and Integrity of all staff at all times.

■    Monitor the security situation and establish a good understanding of the context and risks associated with a changing environment.

■    Ensure that local Security Plans are in place, in line with valid guidelines, followed and adapted as required and that the team is safe and well informed at all times including timely reporting, analysis, and follow-up of security incidents.

■    Maintain regular contact with relevant networks and security stakeholders (UNDSS, INSO etc.).

 

Representation and Communication

■    Build and strengthen external relationships and represent Johanniter in DRC in all relevant stakeholders

■    Support Media and Press work

■      Develop staff capacity through development plans to strengthen technical capacity within the team and career advancement.

■      Exercise the required Duty of Care and act as a fair employer

■      Security Management

Strategy and Programme Development

■     Effectively lead the development and achievement of the country strategy.

■     Identify new programs through assessments,

■     Assess and build partnerships with new national and/or international organisations.

■     Proactively explore, evaluate and present new country and project funding opportunities.

■     Develop exit strategies and handover – if applicable.

 

What you bring:

 

■    University degree in a relevant field

■    At least 5 years of experience in a humanitarian context

■    Exemplary demonstrated leadership and management abilities with strong communication and interpersonal skills

■    Experience working with national authorities, national and international partners incl. partner development

■    Experience in implementing public health/ WASH/ nutrition projects for international NGOs

■    Experience in security management

■    Previous working experience in DRC

■    Capacity to understand a changing context and managing a team in a changing humanitarian context

■    Ability to motivate and mobilize the team

■    Good knowledge of international standards and tools in humanitarian and development aid

■    Strong written and verbal communication, diplomacy and negotiation skills

■    Fluent in English and French with excellent verbal and written communication skills; German desirable

 

What we offer:

 

■    Remuneration: 54,943 - 57,831 €/annum gross (Johanniter AVR DWBO Annex Johanniter internal tariff and relevant previous experience).

■    Benefits: Social security (lump sum 485€/month for expats not under German social security); rental contribution 300 €/month; international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance (currently between 1440€ - 1680€/month.
