Organizational Setting

FAO's work in Angola is focused on three medium-term priority areas for technical support\: - strengthening smallholder production and productivity to improve food security and nutrition; - enabling farmers to apply improved production techniques through Farmer Field Schools; enhancing family farming capacity for commercialization and value chain approach, strengthening sustainable management of natural resources; - increasing resilience of rural livelihoods to climatic shock and climate change, through the development and application of an integrated Disaster Risk Reduction and Management Plan.


Reporting Lines

The Specialist works under the direct supervision of the FAO Representative (FAOR), under the overall technical guidance of the Assistance of the Representative for Program (FAOR). She will work closely to the national institutions related to environment and climate change, value chain and agribusiness, food security and nutrition. He or she also provides liaison with donors and other key development partners in the related areas of work.

The consultant will accomplish the tasks described below under the general operational supervision of the FAO Representative (FAOR) in Angola, with the technical guidance of technical Resource Mobilization departments in Head Quarters, in the FAO Regional Office for Africa (RAF) and/or the Sub-regional office for South African countries (SFS). She/He will work closely with the National Coordinators and international experts and managers that support FAO Angola works.

Technical Focus

To achieve its strategic objectives, FAO needs to mobilize adequate and more predictable resources, expand and diversify its base of partners, and increase skills and knowledge to work to its comparative advantages, coordinate proactive outreach, and produce focused and tangible results. Under the direction of FAOREP, the expert will be in charge of resource mobilization and project formulation to implement the CPF focus in 3 areas of work\: a) Food Security and Nutrition, b) Value Chain, Family Farming, Farming digitalization, c) Resilience, environment, climate change and emergency.. The expert will work directly mobilizing resource and coordinating interventions founded by the Global Environmental Facility (GEF), Green Climate Found (GCF), Adaptation Found (AF), European Union, World Bank, IFAD, emergency interventions founded by OCHA, USAID and others financial mechanism. It is for these CPF frameworks and its results described, that FAO seeks resource partnerships for mutual benefit and to achieve joint

priorities.
Tasks and responsibilities
  • Consolidate, diversify and expand base of FAO resource partnerships, with focus on increasing the share of pooled and softly earmarked funding.
  • Design a Resource Mobilization Strategy and Action Plan that help structure and guide the FAOAO RM effort clearly associated with the six phases of FAO’s Project Cycle\: identification, formulation, appraisal and approval, implementation and monitoring, evaluation and closure.
  • Elaborate FAOAO Portfolio in coordination with the Communication team and other documents or communication and visibility materials.
  • Support FAOR and AFAOR program negotiating with donors and partnership different program/project on the 3 CPF areas Elaborate concept note, project proposal and support project identification with FAOAO team specialist on the topics on Environment, Climate and Resilience focus on agroalimentary system with different funds specially GEF, GCF, UN funds, WB, UE among others.
  • Prepare project proposal using FAO format for UTF, GCP etc, and using FAO project monitoring system.
  • Assess capacities of national institutions and FAOAO in project formulation.
  • Performs other duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in Rural Development, Economics, Environment, Agriculture, , or related areas
  • Master degree on Environment, Agriculture, Rural Development, Project Formulation, Public Policies or related areas
  • 5 years relevant experience in project formulation and implementation mechanisms on environment, climate change, resilience, and/or agriculture
  • Working knowledge in Spanish and English (Portuguese is an asset). Angola is a Portuguese speaking country, therefore Portuguese or Spanish facilitates interaction with partners.
