Terms of Reference for Design and Costing of Pig Slaughterhouse in Myeik, Myanmar

World Vision International - Myanmar (WVM) is looking for a consultant to:

“Design and Cost a Pig Slaughterhouse in Myeik, Myanmar”

The purpose of this consultancy service is to design options for a pig slaughtering facility in Myeik, Myanmar. The design options need to reflect Myeik’s specific context and the requirements of the slaughterhouse to supply high quality, safe and hygienic pork for transportation to local and regional markets. The slaughterhouse will need to meet standards set by the National and Regional Government’s in Myanmar, and international guidelines for supply of pork meat to supermarkets, restaurants and hotels in Myanmar.

Period of Activity: April/May 2020

Objectives

1) Present design options, associated costs, land and other infrastructure requirements, and recommendations for a hygienic pig slaughtering facility in Myeik, Myanmar that has throughput of 10 to 25 pigs/day.

Background

Myanmar is primarily a rural country which relies heavily on its agricultural sector as a source of national income. Agriculture, hunting, and forestry are the largest employers in the country accounting for half of total employment. Manufacturing employs only about 6% of economically active population. The remainder of the population is employed in the low-end service sector which is mainly divided between trade/repairs (10.5%), miscellaneous productive activities (7.9%) and renting and business activities (7.1%). Average farm size in Myanmar is 6.7 acres which is moderate by regional standards. Poor households have smaller land holdings than less-poor households with 4.4 and 7.3 acres respectively. Because of the importance of the agricultural sector in Myanmar, small farm size is correlated to poverty. Landlessness is found in 40% of households that consider agriculture to be their primary occupation. Members of these households are mostly employed as casual workers and tend to be poorer than land owning households.

WVM is implementing the Tanintharyi Regional Rural Income and Livelihood Diversification (TRRILD) project in conjunction with Lincoln University (LU), the International Livestock Research Institute (ILRI), and VisionFund Myanmar. The project is supported by the New Zealand government, focusing on upgrading the pork value chain with an emphasis on ensuring small-scale pig farmers benefit from interventions.

The poor conditions of pig slaughtering facilities in Myeik Township have been identified as a critical barrier to accessing higher value pork markets in Myanmar. As the economy and tourism industry grows in and beyond Myeik, there is an opportunity for locally grown pork to supply premium markets such as supermarkets in large towns, restaurants, and hotels. A slaughtering facility that meets international guidelines for hygiene, safety, animal welfare and waste disposal is a precondition for

engaging in premium markets. The slaughtering facility would need to deliver high-grade pork cuts for refrigeration and / or chilled transport to end markets.

Methodology

The consultant will develop a detailed methodology for submission to WVM within seven days of signing the contract based on the outline below:

  1. Conduct a desk-study of upgraded small and medium sized slaughtering facilities used in similar contexts to Myanmar.

  2. Conduct in-country visit to assess potential locations and designs for slaughterhouses in Myeik (new facility or upgrading current operations).

  3. Design and cost a slaughtering facility for 10 to 25 pigs/day using locally available materials and resources wherever possible. The slaughtering facility would need to meet common international standards for supplying high-quality pork cuts to supermarkets, restaurants and hotels as well as National and Regional Government standards. The design of the facility should take into consideration, holding space for up to 100 live pigs, slaughtering (stunning, bleeding, dehairing, evisceration and splitting), space for butchering into premium cuts, refrigerated/cold storage of pork products (minimum of 1000 kgs of premium cuts per week) and ease of cleaning and disinfection. Costing is to include the establishment of the facility and equipment, land, annual running costs, and the establishment of training protocols for good handling practices. Design options should further consider ease of relocation, maintenance, and expansion. The consultant will draw on their own experiences as well as internationally recognized guidelines such as FAO’s reports: Standard design for small scale modular slaughterhouses (1998) and Abattoir development. Options and design for hygienic basic and medium sized abattoirs (2008).

  4. The consultant will meet with WVM staff (in person in Yangon) and consult with ILRI and Lincoln University (skype/zoom chat) to discuss their methodology before the visit to Myeik and again before leaving Myanmar to discuss preliminary findings.

  5. The consultant will deliver a report covering findings and recommendations within 14 days of the field visit and this will be revised based on comments from WVM/ILRI/Lincoln University.

Deliverables of the consultant

  1. Proposed plan for delivering consultancy including three to five-day field visit in Myeik. This will include an outline of the report template (deliver within 14 days of signing contract)

  2. Report covering the design and costing of a pig slaughterhouse in Myeik, Myanmar. The report should include sections on:

i) Design options. Detailed designs are required including building layout, land requirements, logical slaughtering flow to minimize contamination, materials, and slaughtering and butchering equipment. Designs should include options that enable easy relocation, maintenance, and expansion of the facility.

ii) Estimation of the costings (with an emphasis on using locally procured materials which can be maintained and serviced at low cost) for the design options, including all construction and equipment costs as well as ongoing maintenance and operational costs

iii) Requirements for power, water, and waste (water and solids) disposal for design options.

iv) Staff requirements for the slaughtering facility, including skills and qualifications for operating the slaughtering facility, and training protocols to ensure compliance with health and food safety protocols.

Background and Experience of Consulting Firm and Assigned Staff

• Masters or PhD in veterinary sciences or related field

• Experience in pork value chains in South East Asia

• Experience in designing slaughterhouse facilities in developing economies

• Sound understanding of value chain upgrading and experience working with INGOs within livelihood or value chain projects

• Experience working in Myanmar (preferred)

Taxes

Independent Consultant has sole responsibility for the payment of all applicable taxes (income, payroll, unemployment, etc.) relating to Independent Consultant and Independent Consultant’s employees arising from payments received under this Agreement.

Consultant will pay withholding tax on the contract amount according to the local tax law as per the following table.

Logistics:

WVM will cover the costs of all flights and accommodation in Myanmar and will facilitate logistics required for the consultant to complete their assignment, including translators and access to project locations / key personnel.
