Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

 

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic foot print in the host community and to other parts of the country.

 

Purpose of the Role

The position will work under the direct supervision of Deputy Director of Program and will be responsible for timely implementation of planned activities of Refugee Programming of IRC Bangladesh. The position will directly supervisor a team of Sr. Managers (both national and expat staff) and will lead the overall implementation team of IRC for different sectors. The position will closely work with Technical Coordinators in ensuring quality of program while will be directly accountable for implementation and budget utilization. Closely interaction and day to day interaction required with Technical Coordinators, Grants, M&E, Finance and Operations team.

 

Highlights of Key Responsibilities

Program Coordination & Implementation:

  • Coordinate the planning and implementation of activities according to the actions defined in the approved project proposals.
  • Ensure the preparation of detailed implementation work plans and provide the necessary guidance and support to the team to achieve timely and quality implementation of activities.
  • Ensure that all program targets are reached in accordance with agreed program objectives, in line with the overall program approach and ensure integration with other program activities.
  • Carry out regular field visits to inspect works and organize regular project review sessions jointly with M&E, Grants team, Finance and Operations team.
  • Adhering to Management in Partnership approach, foster an enabling environment where Sr. Managers and working closely with Technical Coordinators to ensure program quality.

 

Budget Management:

  • Authorize expenses, monitor program expenditure and budgets, and work with Program, Grants, Finance and Supply Chain team to ensure resources are optimally utilized and spending is in line with IRC’s financial procedures and donor requirements.

 

Team Management:

  • Effectively manage talent and supervise teams, manage team dynamics and staff well-being, provide coaching, strategically tailor individual development plans, and complete performance management for direct repartees. Monitor and assess performance to ensure adequate capacity.
  • Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance.
  • Set performance objectives for staffs under your line management, and ensure that all staffs have performance review and development plan reviewed on regular bases, routinely monitor their performance and evaluate them at the end of the performance period.
  • Address and mitigate staff complains and conflicts in coordination with the Sr. HR Coordinator, Technical Coordinators and Deputy Director of Programs.

 

Representation:

·Represent IRC to relevant coordination fora and meetings at Field level. Develop and maintain effective working relationships with all stakeholders at field level - including community leaders, government stakeholders, NGOs, UN agencies etc. to enhance cooperation and coordination.

Qualifications

Experience

·Minimum 8 to 10 years of experience in Program Management in humanitarian; and/or in development sector.
