Organizational Setting
The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan current portfolio of projects includes activities related to agriculture, livestock, fisheries and natural resource management developed and implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's programme and portfolio by providing leadership in the management of inland fisheries related activities.
Reporting Lines
The Fishery Officer reports to the Programme Officer under the overall guidance of the FAO Representative.

Technical Focus
Inland fisheries management, inland fisheries emergency response conflict sensitive programming Small Scale Fisheries, Post Harvest Freshwater fish taxonomy coordination in fishery sector interventions.

Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions
• Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
• Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
• Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
• Collaborates in the development of improved/updated tools, systems, processes, and databases;
• Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
• Supports resource mobilization activities in accordance with the FAO’s Corporate strategy.
Specific Functions
• Establishes and maintains contacts with national and local implementation partners (government agencies, NGOs and civil society organizations) and other key fisheries stakeholders at field level, with the aim of improving fishery coordination and activity performance and delivery;
• Participates in the design and implementation of assessment studies, collects and collates information on fisheries; in collaboration with the Lead Technical Officer from the Inland Fisheries Team in FAO headquarters, prepares fisheries-related written outputs, such as training manuals, reports, synthesis documents and studies;
• Provides technical guidance for project activities including for the preparation and implementation of a fisheries input procurement plan, technical specifications and in the promotion of good practices in fisheries sector development, including in inland fisheries management, fish post-harvest, and business development and market linkage;
• Provides technical assistance in preparation of fish species identification guides, tools and training manual for fishery data collection schemes;
• Prepares staffing plan for the project and provides technical guidance and supervision for project staff.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in inland fisheries, ichthyology, limnology, fisheries technology or other field related to inland fisheries
• Five years of relevant experience in planning and implementing inland fishery development programs, inland fisheries related emergency response program, inland fisheries resource management, fish post harvest, natural resource management
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Extent and relevance of experience and knowledge in planning, implementing and supervising work related to inland fisheries management, fish processing technologies, safety, quality and nutrition, natural resources management;
• Extent and relevance of experience in East Africa context is considered a strong asset;
• Extent and relevance of experience in providing technical advice on inland fisheries related emergency response;
• Depth of familiarity with the fish species diversity of the Nile River and its tributaries in general, and fishing methods used, fish processing, drying, smoking and marketing practices in the fisheries of South Sudan is a strong asset;
• Depth of familiarity with fisheries sector in South Sudan, and experience with project implementation is desirable.
