Role Overview:

VSO Youth SRHR project will contribute to enabling adolescent and youth including people with disabilities to realize their Sexual and Reproductive Health Rights (SRHR) and freedom from Gender Based Violence (GBV). The project will empower women and youth to lead advocacy and behaviour change campaigns on SRHR and GBV.

The National SRHR Behavioural Change Advocacy Facilitator will closely work with VSO Programme team and SRHR Policy and Advocacy Specialist to mobilise youths to be able to advocate on SRHR issues relating with youth. The National SRHR BCA Facilitators will start-up and facilitate local youth groups to build community activism towards long term social and policy change on Youth SRHR.

The successful candidate should therefore have experience in SRHR advocacy and campaign and working with young people to transform harmful and negative behaviours around SRHR. The National SRHR Behavioural Change Advocacy Facilitator will work under the direct supervision of the VSO SRHR Project Officer with additional technical support from the SRHR Policy and Advocacy Specialist.

The volunteer will be based on one of three sites (Kayin, Magway and Southern Shan State).

Responsibilities:

Capacity Building:

The volunteer will take an active role in the day-to-day implementation, follow-up and monitoring of SRHR advocacy capacity development plan and implementation, including training, coaching and supervision. In the beginning, the volunteer will shadow the SRHR Project Officer and Advocacy Specialist, but eventually, the volunteer will take a leading role in ensuring strategic advocacy implementation and supervision is in place and implemented by youth representatives.

Advocacy support and Development of IEC Materials:

S/he will contribute to the design and implementation of behaviour/policy change communication campaigns by providing inputs to and implementing specific and targeted advocacy interventions, including development of IEC materials, on youth SRHR issues, also increasing the community awareness and policy advocacy in term of culturally sensitive manner. The volunteer is expected to closely work together with youth groups in developing advocacy strategy and interventions on SRHR daily basis. The volunteer will also support organization of youth SRHR advocacy platforms.

Partnerships and Coordination:

The volunteer will do mapping and develop partnerships with youth groups at the local level to strengthen opportunities and visibility for individual youth and communities engaged in the project. S/he will support smooth implementation of coordination activities among youth SRHR actors. S/he will attend/engage with coordination mechanisms to ensure effective coordination of actors on youth SRHR.

Communication and Documentation of Good Practices:

The volunteer will engage with relevant youth groups and actors to support the identification of opportunities to enhance advocacy interventions and create visibility of the project. S/he will need to document best practice on SRHR advocacy interventions and its outcomes.

Monitoring and Reporting

The volunteer will support monitoring of project interventions as well as collection and compilation of the process documentation for the project. S/he will support youths in the use of the joint facilitative supervision and advocacy monitoring plan in line with project objectives. S/he will support youths in the development of a monitoring checklist and tools and its implementation. The volunteer will analyse trends and recommend appropriate actions for improved effectiveness of advocacy. S/he will prepare monthly narrative and database reports under the overall project results framework and collection of case studies.
