ECA’s mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 SDGs and Agenda 2063.
The mission is guided by ECA’s five new strategic directions which are advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; Contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

The Sub-regional Office for North Africa (SRO-NA) is located in Rabat (Morocco). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its main objective is to contribute to achieving structural transformation and balanced development through implementation of an environment conducive to the creation of employment for women and young people in North Africa.
The Sub-Regional Office for North Africa serves the following countries: Algeria, Egypt, Libya, Mauritania, Morocco, Sudan and Tunisia.

The mandate of the Sub-Regional Office (SRO) is to strengthen the capacity of Member States (Algeria, Egypt, Libya, Mauritania, Morocco, Sudan and Tunisia) to formulate evidence-based plans and policies in support of economic and social transformation in North Africa. To implement its mandate, SRO-NA contributes to ECA's policy-oriented research, promotes its results and facilitates linkages and information exchange between development actors in the region. Particular emphasis is placed on the analysis of economic and social development, with a focus on employment issues; macro-economic policies and governance, regional integration dynamics; sustainable development, data collection and knowledge management.

The posts are located in the Economic Commission for Africa (ECA), Sub-Regional Office for North Africa (SRO-NA) in Rabat, Morocco. The incumbents will work under the direct supervision of the Economist (P4), and overall guidance of the Chief, "Sub-regional Initiatives" section (P5), and the Director of the Office (D1).

Responsibilities

Within delegated authority, the duties of an Economic Affairs Officer are:

Economic or sector analysis
•Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments.
•Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions.
•Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development.
•contribute to the conceptual strategy development and implementation of the programme of work related to "sub-regional initiatives" and "employment, skills and sustainable development" sections.
•Identify and analyse policy proposals made elsewhere relating to programmatic and substantive reviews of reports prepared by others on this issue.
•Attend international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
•Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
•Prepare speeches and other inputs for presentations by senior staff.

Intergovernmental support
•Prepare inputs for reports to intergovernmental bodies.
•Follows intergovernmental meetings and prepares summary reports.
•Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings.
•Assist in the organization of panels, round tables etc. on development issues for intergovernmental processes.

Technical cooperation
•Participate in missions on development issues, usually as a member of a team.
•Organizes training seminars for national experts.
•Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.
•Monitor, backstop and assess the implementation of technical cooperation programmes and projects.

Education

Advanced university degree (Master’s degree or equivalent) in economics, labor market economics, sustainable development, business administration or related field is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.
Experience in social development and/or macroeconomic policies is an advantage.

Languages

English and French are the woirking lnaguage of the United Nations. Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of Arabic language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
