Organizational Setting
FAO works closely with the Government of South Sudan to improve food and nutrition security and eradicate hunger in the country. FAO provides support in three priority areas\: sustainable increase in production and productivity, agriculture-based economic growth, and increased resilience of livelihoods to threats and crisis. Access to land and security of tenure are essential components of post-conflict development stability, food security, and economic growth. In 2019, FAO took the lead in the developing the United Nations Strategic Response Plan to Mitigate the Effects of Cattle-Raiding Related Violence (endorsed by UNCT in September 2019). Furthermore, FAO has been leading and coordinating projects relating to livestock and livelihoods across the country, including in Wau, Tonj, and Gogrial.
Reporting Lines
Under the overall supervision of the FAO representative in South Sudan with the direct supervision of the International Water Engineer Specialist and overall guidance from Project Manager and Head of Programmes,
Technical Focus
the National Engineer will be required to implement the water development and management activities. The work involves undertaking a feasibility study in the intervention areas and supervision of the designed water infrastructure. The feasibility study is expected to come up with a gender sensitive socio-economic analysis, design options and environmental analysis of the proposed water sites. Specifically the National Water Engineer will be required to\:
Tasks and responsibilities
  • Establish the existing and potential water demand for multiple uses of water including but not limited to; domestic and agricultural(irrigation and livestock);
  • Make a thorough assessment of the water resources potential in the selected areas.
  • Examine and evaluate the potential water sources identified and any possible water conflicts.
  • Identify the most appropriate technology option for developing water resources in order to meet water demand and mitigate identified conflicts.
  • Undertake detailed design and cost the options of the most appropriate multi-purpose water infrastructure and facilities for the 5 sites proposed to harvest surface water using Haffirs and 2 proposed site to use underground water. The design for haffirs includes the most sustainable water abstraction method and livestock water troughs and irrigation system where irrigated crop production is proposed.
  • Undertake detailed hydrological and geotechnical assessment for the proposed haffir sites
  • Make recommendation on the siting of the proposed hafirs and also the availability and suitability of the construction material for haffirs
  • Assess main water access and use constraints and recommend appropriate interventions to ensure sustainability.
  • Prepare designs and cost estimates for the identified optimal uses for each of the proposed water infrastructure and facilities.
  • Produce socio-economic and environmental analysis of the intervention areas that is gender sensitive;
  • Prepare detailed specification for invitation to bid for construction of the designed infrastructure
  • Supervise the construction of water projects to insure the contractor's compliance with appropriate plans and specifications.
  • Administering construction projects by completing necessary compliance forms, field books, and site diaries or correspondence on behalf of the International Water Engineer.
  • Prepare and submit monthly construction and supervision reports to the Water Engineer at Country Office
  • Ensure that the highest possible technical standard is achieved in the delivery of services
  • Perform any other duties as assigned by the supervisors
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University Degree in Civil Engineering, Hydrology, Water Resources Management, Water Resources Engineering, or Irrigation Engineering or an equivalent in relevant engineering fields from a recognized university.
  • Have a minimum of seven years of proven experience in planning, designing and construction of haffirs and multipurpose boreholes
  • Working knowledge of English. Knowledge of the local language is desirable.
  • National of South Sudan or resident in the country with a work permit.

  • Practical experience in paralegal work with an emphasis on South Sudanese criminal or civil or administrative procedures.
  • Ability to organize and implement directly project activities (workshop, mission, assessment, etc.), work in hardship context and guide implementing partners and beneficiaries organizations.
  • Ability to operate effectively in a team, contributing positively to team operations and working relationships
  • Experience and ability to undertake field surveys and assessments using participatory tools and processes, data analysis and interpretation
  • Experience in supervision of construction of haffirs and management of contracts
  • Experience in the working in a multi-cultural environment and under complex emergencies would be an advantage
