How Can You Make a Difference?

Under the supervision of the Finance and Budget Manager, the Senior Budget Associate will support reporting, analysis and monitoring of the integrated budget for Supply Division; preparation and development of monthly reporting and analysis; standardization, simplification and focus reporting to be functional and provide management with decision making information; oversight of Other Resources funding for the division including related donor reporting; focal point for budget policy guidance within Supply Division and coordination of budget-related training and knowledge sharing within Supply Division.

 

 MAIN DUTIES/RESPONSIBILITIES:

 

Summary of key functions/accountabilities:

 

  1. Budget management and monitoring
    1. Monitors budget implementation and determines/recommends reallocation of funds when necessary
    2. Monitors expenditures to ensure that they remain within authorized levels
    3. Reviews and makes appropriate recommendations with respect to budget utilization reports, analysing variances between approved budgets and actual expenditures.
    4. Responsible for providing user-friendly reports and analysis. This includes regular and ad-hoc trend analysis for management decision-making
    5. Provides budget advisory support and technical guidance in line with policies and related MoUs
    6. Budget management training and development of budget focal points and grant stewards
    7. Ensures adherence to policies & procedures e.g. on grant extensions, release of budgets
    8. Supporting contributions-in-Kind (CIK) grant administration
    9. Key liaison for Insight reports and other HQ budget tools
  2. Other Resources (OR) grants
    1. Allocation of grants to owner/steward and providing guidance on responsibilities and accountability
    2. Review of MoUs at drafting stage and providing input on applicable charges
    3. Regular monitoring and reporting on grants including providing support on preparation of uncertified utilization reports
  3. Preparation and ongoing development of key budget models
  4. Develop and maintain standardized reporting in a functional, understandable format to provide management with decision making information.  Advise management on resource utilization.
  5. Provide support for both internal and external audit requests
  6. Any other duties, as assigned by the supervisor.

 

To qualify as a Champion for every Child you will have…

Required:

  •   Completion of secondary education (i.e. high school diploma) is a minimum requirement
  •   A minimum of 7 years of progressively responsible experience in finance, budget, business administration or related area is     required.
  •   Experience in the use of an ERP-based system (preferably SAP) is required.
  •   Advanced knowledge and experience of Microsoft Excel and all MS Office applications is required.
  •   Fluency in English.

 

Desirable:

  • Strong qualitative and quantitative research and analytical skills as well as experience with management and/or donor reporting is desirable specifically using business intelligence tools.
  • University level courses in accounting, finance, or economics with progressive training in management sciences including finance and accounts.
  • Proficiency in additional UN Language (Arabic, Chinese, French, Russian, Spanish)
  • Work experience in UNICEF or other UN Agencies is desirable.
  • Knowledge and experience with accounting standards such as IPSAS is an asset.
