To Amplify the Voice of Youth on SRHR - to rally messages from youths across the country around SRHR related issues that youths have concern about and give them tools and direction to contact legislators and other stakeholders online, to contact locally (sharing SRHR stakeholders mapping at local level across Country), on social media, link with other different online platform and via email.

Organize A Movement - to keep youths and other supporters up to date on SRHR related policy issues, use email, social media and social publishing to coordinate protests, marches, or other events, and use event registration tools to drive participation and commitment of youths and different stakeholders on SRHR advocacy messages.

Personalize the Outreach - by understanding the importance and priorities of youths on SRHR issues, this online advocacy platform aims to empower youths and other stakeholder to engage on SRHR topics that are most relevant to youths, which include; rights to access SRHR, legislative change, or regulatory compliance, understanding what youths are interested in and presenting relevant content to personalizing youths' communication and interactions.

Unleash Action on Any Devices - to be able to reach youth and other supports quickly with the right message wherever they are is essential. This online SRHR advocacy platform aim to makes it easy to create targeted actions that youths and other supporters, across the country, can interact with on any device including mobile.

Expected Features of Online SRHR Advocacy Platform and Detail Assignment

Constituent/Legislator Auto-match - Match youth and other supports' locations (National and State/Regional Level) with the local authority, different SRHR stakeholders, service providers (public and private), agencies, peer groups and legislators in their areas that can make a different experience. Linking young people with service providers and duty bearers (seeking advice/request for services, and knowing what is available for them, including other online platforms).

Social Advocacy -Space for issue-based discussions. Space for voting on specific issues for consensus building. Platform - Prefer Mobile Web applications where mobile devices require only a Web browser to be installed on the devices (computers and phone). And must be available in both English and Burmese (language option).

Design - Create a logo and color theme for youth SRHR Advocacy Platform.

Platform Guideline - Guideline/Manual on how to use the platform in English/Burmese.

Scopes of Assignment

The Consultant/firm is expected to design and develop online Youth Platform accessible in both Myanmar and English languages. The following steps to be following for the development of online advocacy platform and completion of the assignment.

Stage 1: Consultation with VSO programme team on the concept

  • Meet with VSO programme team for 3 hours each day for 2 days to consult on the concept of online advocacy platform.
  • First day - The consultant/consultancy group must present their previous work, and presentation on proposed online platform (3 options required - this should include costing of the platform, details of management and maintenance, accessibility and any date protection risk) with available resources, technology and tools that suit with this assignment. VSO will brief the objectives, expectation and scope of the assignment.
  • Second day - feedback from VSO and discussion on most viable options. VSO and the consultant/consultancy group will discuss on the draft concept and components of the online advocacy platform.

Stage 2: Advocacy Platform Ideation, concept development and structuring the platform

  • Develop a convincing and well-researched concept for online advocacy platform with the expected features, mentioned in above session, as well as online engagement platform for youths and other supporters, including logo design and colour theme.
  • Present the concept and consult with VSO for agreement to proceed the next stage.

Stage 3: Finalization of the concept

  • Develop final concept for online advocacy platform based on pre-developed concepts, logo and colour theme.
  • At this stage, the consultant/consultancy group should be able to present the concept, logo, colour theme, structure, components and functions of the advocacy platform, with complete guidance tools.
  • Present the concept and consult with VSO and finalize the concept with VSO to proceed the next stage.

Stage 4: Developing Online Advocacy Platform

  • Develop online advocacy platform based on the agreement and pre-developed concepts.
  • Submission of developed online advocacy platform and pilot by VSO and consultant/consultancy group for two weeks.
  • User testing for two weeks and necessary correction and refinement (finalization) of the platform.

Stage 5: Deliver of the final product and post development follow-up service for online platform

  • Delivery of the final product.
  • Piloting and final editing of the online advocacy platform. VSO will take at four weeks for piloting.
  • During the piloting period, the consultant/consultancy group is obligated to provide service for necessary correction and refinement (finalization) of the platform.
  • VSO will approve for the final product after four weeks of piloting the platform.

Specification of Platform Development Technicalities:

  • Please refer the specifications and features of online advocacy platform in "Expected Features of Online SRHR Advocacy Platform and detail assignment" session.

Expected Timeline for Outputs and Deliverables

  1. Detail work plan with timeline for platform development with defined stages (immediately after the signing of contract)
  2. Stage 1: Consultation with VSO programme team on the concept - Within one week
  3. Stage 2: Advocacy Platform Ideation, concept development and structuring the platform - within one week after completion of Stage 1.
  4. Stage 3: Finalization of the concept - within two weeks after completion of Stage 2.
  5. Stage 4: Developing Online Advocacy Platform - within four weeks after completion of Stage 3.
  6. Stage 5: Deliver of the final product and post development follow-up service for online platform - within four weeks after completion of Stage 4.
  7. Completed development of online advocacy platform 12 weeks after getting the contract.

Reporting: The selected agency has to submit progress report to VSO regularly.
