Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programs in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, socio-educational and psychosocial. TGH is currently operating in 10 countries in Africa, Asia and the Middle East.
Presentation of the mission
TGH has been registered as INGO in Syria in May 2017 and ensures a permanent presence since November 2017. TGH works under the coordination of the Syrian Arab Red Crescent (SARC) officially mandated by the Syrian Authorities to coordinate activities of humanitarian organisations committed to provide assistance to the conflict-affected Syrian population in Syria.
TGH identified sectors of activities in Syria are WASH, Education, Protection and Livelihood. The WASH working group is active in Syria and coordinated by the Ministry of Water Resources and SARC; Education sector is coordinated by the Ministry of Education through the Directorate of Planning and International Cooperation and UNICEF in Damascus. The Early Recovery and Livelihood Sector is activated since 2013 and led by UNDP. The Protection sector is leaded by UNHCR and UNICEF (for Child Protection) and the Health sector by WHO.
TGH strategy for Syria 2019-2020 is to “Respond in the country to the acute humanitarian needs of the most vulnerable and exposed Syrian people while increasing their resilience capacities”.
TGH in Syria is operating in three governorates namely Rural Damascus, Hama and Daraa and manage 3 to 5 different projects funded by ECHO, SHF and UNHCR. Other proposals have been recently submitted to OFDA and SHF in the frame of the COVID response.
In 2019, the 3 to 5 different projects implemented simultaneously by TGH benefited to 270 247 IDPs and returnees living in the conflict-affected through the delivery of WASH, Education, Child protection services.
All project are coordinated from Damascus.
TGH’s strategy in Syria consists in shifting gradually and where appropriate to more development-oriented programming, while maintaining the capacity to provide humanitarian assistance when needed.
In the sector of WASH TGH ensures the provision of drinkable water through Water Trucking (WT). In parallel TGH rehabilitates boreholes, water systems and pumping stations in a more durable perspective. In addition, in 2020, TGH will install a Reverse Osmosis in Rural Damascus. TGH also sets up WASH in schools activities, i.e. Rehabilitation of hygiene infrastructures in identified schools alongside with hygiene kits distributions to the children. In parallel, TGH conducts hygiene promotion sessions (including distribution of hygiene items) and capacity building of community based committees and local authorities in WASH services sustainable management
Efforts to make schools a safe and supportive environment for education, which includes the rehabilitation of schools, are coupled with activities of support to children’s education and wellbeing, targeting Out of School children but also children already regularly attending school. TGH will reinforce schools’ staff knowledge and capacities in non-formal education (NFE) and psychosocial support and accompany them in the implementation of these activities with the required conflict-sensitive approach. TGH also organizes support classes outside working hours.
In a bid to prevent and respond to child protection concerns through the accompaniment of vulnerable children, the organization of PSS and recreational activities and the capacity-building of community-based committees on children well-being and child protection
Psychosocial activities allows TGH to ensure the well-being of the children and carry out personal case management of the most vulnerable children identified through dedicated case workers and referral to adequate infrastructures.
Eventually, TGH recently engaged in enhancing access to safe and dignified housing, either through the provision of emergency kit (doors and windows) or through rehabilitation of individual damaged houses.
The Education and child protection activities are implemented by Education and Protection team composed of 6 national staffs in Damascus, 3 in Daraa and 3 in Hama.
The WASH and Shelter team is composed of 2 National staffs in Damascus, 2 in Daraa and 1 in Hama.
In addition, 5 expatriates are working in TGH Syria mission: WASH and Shelter Program coordinator, Education and Protection Program Coordinator, Support Coordinator, Grant Manager and Head of Mission.
Job description
Under the supervision of the Country Director, the Head of Programs supports him/her on the overall implementation of the EiE and CP programs in Hama, Rural Damascus and Dar’a Governorates, requirements definition, writing grant applications, planning, defining strategies and reporting to donors. The Education and Protection Coordinator must thoroughly coordinate with the WASH and shelter Coordinator, in particular but not limited to, for activities such as school rehabilitation or WASH in schools.
He/she supervises the overall work of the program team ensuring program development and quality and timely implementation of all the organization projects in Syria.
He/she provides direct supervision and support to the operational and overall functioning of the mission in coordination with TGH program and support staff.
In direct collaboration with the Country Director, the sector program managers and the support services departments, the main responsibilities are:
Program management
§ Lead EiE and CP programming for the TGH mission in Syria, ensuring program quality through strategy development and participatory program design in close collaboration with the Country Director, the Program team and the national partners.
§ Develop and adjust strategies for emergency, recovery and rehabilitation programming based on thorough humanitarian context analysis, TGH and partner capacities, resource availability and coordination with the sector and government line ministries.
§ Work with the Country Director and the Program team and the national partners to prepare concept papers and grant proposals as well as mobilizing funds.
§ Support the Program Team in the implementation of operations and monitoring of progress on project indicators and outcomes, ensuring compliance with donor’s requirements and sector standards.
§ Manage program budgets and ensure spending is consistent with resources available, donor commitments and co-funding requirements in coordination with the Administration Coordinator.
§ Contribute to the improvement of comprehensive program monitoring systems ensuring that monitoring data are feed into management decisions and used in program management.
§ Conduct field visits to Hama, Dar’a and Rural Damascus Governorates for program monitoring and capacity building of field teams and partners.
§ Prepare or assist program staff to prepare regular program reports for donors and partners as required. Ensure timely information exchange of emergency operations. Respond to internal and external requests for reports and information about programs.
§ Exchange information and technical support with Education and Protection Technical Department Referent and the sector partners (clusters) in Syria ensuring compliance with sector standards and best practices. In direct link with the Referent, ensures the review of technical designs and the methodology of soft activity components.
§ Ensure regular program coordination with donors, including provision of regular project updates, preparation of modification requests and preparation of donors monitoring visits.
§ Ensure program coordination and complementarity with SARC, OCHA, UNHCR, UNICEF, FAO, WFP, government line ministries, INGOs and NNGOs.
§ Contribute to the identification and development of partnerships providing an added value for Syria programs and support program team in effective partnership management.
§ Contribute to relevant Protection, Gender and Environmental issues mainstreaming in Syrian programs.
§ Evaluate program quality, including documenting best practices and lessons learned from Syrian programs and ensuring these are considered in program design.
Data collection and monitoring tools
§ Pursue and continue review & development of the technical documents, guidelines & procedures
§ Review of the monitoring tools package and RACI structure (responsibility assignment matrix).
§ Visit of all TGH operational bases and staffs (Hama, Dara’a and Rural Damascus) to follow the installation of new monitoring tools and RACI structure with each staff involved.
§ Conduct short refreshment training for all TGH or non-TGH staff, SARC staff involved in data collection if necessary.
§ On-the-job quality control of data collection methods Based on observations, advice teams on possible improvement and share lesson learnt and best practices.
§ From Damascus, provide continued support to field teams. In consultation with TGH Education and Protection technical unit in HQ, provide modifications to tools and structures in case practice show that improvements are needed.
§ Support to MEAL officer on data analysis based on the monitoring tools package, and on how to integrate lesson learnt from analysis in activity implementation.
§ Preparation of monthly feedback report to be sent to Education and Protection staffs in charge of data compilation in the bases.
Staff management
§ Supervise directly the Education and Protection Program Managers and Officers and other team members as required.
§ Adapt tasks and responsibilities allocation within the Program team to accommodate program requirements or specific situations.
§ Identify capacity building needs for staff and partners involved in the response. Take the lead on coordinating any formal or informal training for the Program Team and partners.
§ Provide direct support to the Program team through training sessions and appraisals.
Representation
§ Upon request, support the Country Director in the representation of the TGH Syria.
§ Represent TGH in UN cluster meetings, government coordination meetings and other programming forums in Syria, along with the sector program managers when relevant and/or the Country Director.
§ With the Country Director, maintain fluid relationships with the donor agencies and supports the follow-up of funding opportunities for TGH Syrian programs.
§ With the Country Director, contributes to programs complementarity and synergies by maintaining fluid relationships with international and local organizations, specifically those working in same geographical areas and sectors.
General support to the mission
§ Safeguard that conduct and work of the Program Team respects core humanitarian values of humanity, independence, neutrality and impartiality.
§ Contributes to the respect of security measures applied by the Country Director.
§ Supports the implementation of internal procedures in coordination with the Administration, Finance and the Logistics Coordinators
§ Supports internal improvement processes. Contributes to knowledge and information sharing within the INGO team.

Security, working and living conditions
The current volatile and unpredictable context in Syria requires strict security rules in terms of movements and transmission of information / communication with the Country Director and the Headquarters.
Working and living conditions in Damascus are good. Communication means are satisfying (efficient internet, international phones).
The office is separated from the guesthouses. Individual rooms are available for each expatriate.
When in the field, international staff movements are strictly limited and under tracking. The Education and Protection Coordinator will perform short-term field visit and go out of the country every 3 months.
Profile
- University level degree, preferably a Master degree in project management
- At least 3 years of humanitarian experience in the field, with at least 1 year in a coordination position
- Experience in at least one of the following sectors Education / protection.
- Experience in managing emergency and early-recovery operations in challenging security environments and understanding of the humanitarian environment (standards, stakeholders and mechanisms).
- Experience in grants management and knowledge of procedures of main donor agencies: ECHO, European Union, OFDA, DFID, AFD, UN Agencies or others.
· Practice in designing M&E systems, tools, quality data collection, analysis and use of M&E data for program decision making.
- Ability in successful team management and capacity building
· Strong interpersonal skills and demonstrated ability to work effectively on a team and to lead a team of specialists from a range of fields.
- Autonomy and rigor. Developed skills for work organization and tasks prioritization
· Capacity to represent TGH at high level coordination meetings with different stakeholders.
- Excellent communication and writing skills in English. Preferably competent user of French spoken and written.
- Experience of Arabic or Muslim countries and knowledge or Arabic language a distinct advantage
- Proficient user of MS Office pack.
Conditions:
Location: Syrian Arab Republic, job based in Damascus
Duration: 7 months renewable, starting July 2020 depending on the opening of the boarders (minimum one month is necessary to complete the visa procedure)
Conditions: Salaried contract, gross monthly salary from €1800 to €2,300 according to experience, monthly per diem 780 euros, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.
