ORGANIZATIONAL CONTEXT

Under the supervision of the Director, Human Resources and Office Services, and as a member of the Security Management Team, the Security Adviser advises the Director-General and the SMT at Headquarters and in-country with respect to the overall safety and security of IDLO,in line with IDLO’s Security Risk Management Policy Framework (SRMPF). To this end, the Security Adviser recommends the establishment of policies, guidelines and business processes and ensuring a security culture is in place to mitigate the risks associated with the work of the organization.

The Security Adviser – in collaboration with other IDLO security personnel and other relevant departments - monitors security issues in all locations where IDLO employees operate and ensures they are provided with all necessary security training and equipment. The incumbent further facilitates compliance with respect to all security policies, procedures, and guidelines, and advises on all necessary IDLO security directives/instructions.

Particularly, the incumbent shall be responsible for the following key duties:

1. In close collaboration with the SMT, develop and oversee the implementation of security infrastructure, policies, procedures and guidelines documents as an integral component of IDLO’s programmatic work that is consistent with best practices and standards of security and safety.

2. Assess program strategies in terms of exposure and risk and determine the appropriate risk mitigation measures:

  • Ensure that policies and procedures at HQ level are in place to quickly respond to emerging risks at any IDLO program location.
  • Provide advice to SMT at HQ and in-country and direct Field Security employees to ensure that IDLO security policies, procedures and practices appropriately support the Organization’s field operational program priorities;
  • Advise SMT at HQ and in-country, the Director of Programs and Regional Program Managers of the assessments of security risks and of the development of security planning to mitigate assessed threats in IDLO’s operations.

3. Advise SMT at HQ and in-country, and IDLO staff of risks associated with the work and with the localenvironment, and on mitigation measures to develop a culture of security:

  • Initiate, conduct and monitor the Security Risk Managements process and other relevant requirements of IDLO security policies and guidelines, to enable the continued delivery of programmes particularly in crisis situations while ensuring the safety, security and well-being of personnel, and security of the premises and assets.

4. Build networks of collaboration with other international organizations, security providers, and local government security officials to ensure that a support infrastructure is in place to respond to risks and anticipate emerging security issues.

5. Effectively supports the IDLO Security team addressing their needs and requirements. Motivates and supports the team with a view to fostering a teamwork approach in meeting objectives and goals. Encourages initiative and maintain effective working relationships within a multi-cultural setting.

6. Perform any other similar duties as may be required by the supervisor.

Education and Work Experience

  • Master's degree or equivalent in security management, business administration, political/social science, psychology, law, international relations or a related field is required.
  • Minimum of 10 (ten) years of professional security management experience including for an international organization (UN, IGO, international NGO), both at field level and HQ, is required. Professional experience with law enforcement, military or intelligence will be an asset.
  • Experience in performing rigorous security analysis at strategic and/or organization wide level and the ability to develop policies, guidelines, reports or other operational recommendations.
  • Experience in hardship locations is essential.

Language

  • Fluency in English is required. Knowledge of Italian, Arabic, French or Spanish would be an advantage.

Specific knowledge, skills and competencies

  • Ability to plan, organize, coordinate and implement security operations in different locations, manage crisis situations and contingencies, produce reports and papers on security issues.
  • Demonstrated knowledge of the development of security policies and procedures consistent with operations in a high-risk environment within an international organization.
  • Ability to develop detailed security advisories, reports and notifications for senior management at the Headquarters.
  • Excellent written and verbal communication skills.
  • A self-starter, able to identify improvements to working practice, make recommendations and implement change.
  • Excellent interpersonal skills and the ability to work constructively with several internal service departments.
  • Proven ability to see through tasks set and deliver results.
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms and Conditions

For this internationally recruited professional position, IDLO shall offer the selected candidate a Fixed Term Contract of 24 months, with the possibility of extension subject to performance and availability of funding.

IDLO will offer a basic salary of Euro 69,000, to a level commensurate with experience and qualifications, and a benefits package including provident fund contribution, medical insurance, leave entitlements including home leave in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy.IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
