Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

The UN Volunteer, under the direct supervision of the Coordinator of the Stabilization Service and a general overview by the UNDP Chad DRR/P and in collaboration with UNDP Chad country office Governance unit will perform the following functions:

  • Appropriate national norms, standards and documents on the installation and construction of public and private works;

  • Contributes to the definition of specifications by drawing up plans, technical documents and assists in procuring specifications for the technical aspects of the works to be rehabilitated or built as well as at the tendering process;

  • Organize visits site visits to assess and evaluate their fitness for the purpose and accordingly inform the development of the technical requirements that will be part of the BOQs

  • Contributes to the preparation of technical tender documents, monitoring the implementation of works, quality assurance of works, relations with companies in the implementation of project activities the UNDP National Stabilization Window in the provinces of Lac and Hadjer Lamis;

  • Provides technical support to local authorities, technical and specialized delegations and to UNDP partners within the framework of the rehabilitation and construction works of the infrastructures selected within the framework of the joint action plans;
  • Support capacity development and knowledge transfer to the UNDP technical through proper coaching and mentoring;

  • Participate in the selection committee meetings of the bids received.
  • Provide the necessary technical assistance to the operating partner structures;
  • Warns the project team, the UNDP office and the local authorities of the probable risks and proposes mitigation measures for the safety of works and people;
  • Directly supervise, organize and facilitate regular monitoring of construction sites and draw up reports at selected periods on the progress of planned work;
  • Coordinates and organizes site visits during the construction phase with UNDP teams, representatives of other partners and donors;
  • Check the work's compliance with contract documents: plans, specifications;
  • Write the completion reports and prepare the certificates of acceptance of the work.
  • Attend the provisional and final acceptance of the works;
  • Perform other related duties as required.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments: Required experience: 60 Months Experience remark:
  • At least 3 years (for master’s degree holders) or 5 years (for Bachelor Degree holders) of professional experience in civil engineering projects;
Language skills:
  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Fluent
Area of expertise: Civil engineering and construction supervision, Other engineering and construction related experience, Engineering economics and quantity surveying Area of expertise details:
  • Experience in the design of reconstruction projects, preferable in the housing sector and understanding of ‘best practice’ in hazard mitigation using engineered methods;
  • Familiarity with the Africa region post recovery initiatives is an asset.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Good organizational skills, proven experience in coordinating with national stakeholders and expert teams, organizing multi-stakeholder consultation processes, gathering documentation of results.
  • Good analytical and organizational skills of baseline documentation gathering, organization and communication to support experts.
  • Good understating of national policy and institutional structures, and ability to advice on institutional capacities and relations.
  • Able to support, motivate and liaise effectively with communities and community groups.
  • Sound cross-cultural, gender-awareness, interpersonal and networking skills.
  • Proven ability and experience in workshop facilitation.
  • Good interpersonal capabilities.
  • High flexibility and adaptation capacities.
  • Excellent verbal and writing communication skills in English/French
