MEAL Manager (m/f/d) - National position

Malteser International has been operational in Myanmar since 2001 and is currently active in Rakhine state, Shan state and Kayin state and maintains a country office in Yangon. With more than 300 national staff and several partner organizations, the program targets most vulnerable population and focuses on control of communicable diseases, providing comprehensive primary health care services, improving access to safe water and sanitation facilities as well as enhancing disaster risk reduction capacities and provision of relief assistance after disasters. Malteser International will have the lead in Myanmar for the three-year Localization project of 4 German NGOs implemented in 8 countries worldwide and funded by the German Ministry of Foreign Affairs. The programme “ToGETHER!” aims at supporting local actors to strengthen their capacities in humanitarian response, preparedness, coordination and advocacy.
 
In support of our work in Yangon, Myanmar, ToGETHER Project, Malteser International is looking for a motivated MEAL Manager (m/f/d) - National position.

As MEAL Manager, you will develop and manage the Monitoring, Evaluation, Accountability and Learning (MEAL) plan of the Localization project and to assist strengthening the MEAL capacity of the local humanitarian partner organizations. You will ensure that learning from projects is systematically captured and used throughout the country program. You will work closely with the ToGETHER Country Project Coordinator and will follow the guidance of the Consortium MEAL Advisor.

Responsibilities:

Monitoring & Evaluation

• Develop and implement high quality monitoring and evaluation systems which assess and reflect the projects’ achievement
• Manage MEAL plan, review project M&E and project progress reports of local partners and consolidate them; develop and apply the appropriate reporting system that keeps all relevant stakeholders informed on project progress and outcomes
• Manage, facilitate and / or implement the conduction of any monitoring activity in the programme (surveys as well as qualitative methods)
• Assist in project evaluations, requirements & follow up and facilitate necessary planning and logistics support for external evaluations
• Support revise project planning documents, particularly with regard to the intervention logic and indicators

 
Learning

• Develop a plan for capacity strengthening on MEAL; organize and undertake training for project and implementing partner staff, local organisations and primary stakeholders
• Facilitate learning process, document and prioritize the findings in an adequate form and share with relevant stakeholders

 
Accountability

• Improve understanding and include accountability practice within the project scope
• Assist local partners in introducing the Core Humanitarian Standard (CHS) and report on overall CHS implementation process

Qualifications:

• University degree in a speciality relevant to the humanitarian and development sector
• At least 7 years of experience in humanitarian- and/or development work, proven experience in MEAL
• Previous experience in localization and/or capacity building projects with IOs or INGOs
• Proven skills in MS-Word, Excel, KOBO Toolbox, database management
• Fluent in English, both written and verbal
• Ability to contribute to report writing, document development, strong coaching and facilitation skills
• Ability to work independently to a high standard and able to travel

Conditions:

• Duration of contract: 1 year (extendable up to 3 years)
