The programme contributes directly to MoH National Action Plan 2015-2019, objective 1) increasing the health status of society and; 2)increasing the responsiveness and protection to society towards social and financial risks related to health and Outcome 2 of the UNDP country Programme for Indonesia (2016-2020), which are aligned with the Indonesian Government Health Sector’s Objectives, commitment to Universal Health Coverage, SDG3 Ensure healthy lives and promote wellbeing for all at all ages (target 3.8 in particular) and other Sustainable Development Goals. Among the critical components of the partnership between UNDP and the Ministry of Health is towards supporting and strengthening the access for affordable health technology, leveraging UNDP international procurement capacity as well as streamlining the standardized processes through an integrated information management system.

Indonesia's national laboratory network is a critical pillar of its public health system. However, the current landscape is fragmented, with siloed data systems hindering efficient information flow and real-time analysis. This project is essential because:
•    Fragmented Systems: Siloed, non-interoperable systems lead to inefficiencies, data delays, and incomplete information for public health decision-making.
•    Impaired Surveillance: The lack of real-time, integrated data hampers effective disease surveillance and outbreak response.
•    Alignment with National Strategy: This project operationalizes the MOH's Integrated National Laboratory Information System / SILNAS’ Grand Design, ensuring laboratory data becomes a reliable, real-time component of the SATUSEHAT (Integrated Health Data) ecosystem.
•    Tier-Specific Needs: A one-size-fits-all system imposed without a thorough assessment will fail. This project is designed to understand and meet the vastly different needs of laboratories from Tier 1 (simple, offline-capable) to Tier 5 (complex, integrated).

UNDP is providing technical assistance to the MoH for this strategic initiative. Based on the Grand Design of SILNAS (2023) and the mandate of the Director General of Public Health (HK.02.02/B/865/2022), as approved by the Global Fund, UNDP will facilitate the Ministry of Health to develop an Integrated National Health Laboratory Information System (SILNAS), under the C19RM grant funds. This system is a critical pillar in the digital transformation of Indonesia's health system, aiming to integrate and interconnect all health laboratories across the country with the National Health Information System (SIKN/Satu Sehat). The success of this critical national project hinges on robust technical architecture, advanced security protocols, and seamless integration of existing systems.
To achieve these objectives, it requires an IT Assistant to support the MOH related to network and infrastructure engineer of SILNAS implementation.
 

Duties and Responsibilities

Scope of Work
IT Assistant will be under the coordination of the IT Expert. S/he will be working in close collaboration with the IT Associate, APHL (as the TA support for development of SILNAS), and the (selected) local vendor who will be developing the SILNAS apps. Refer to this, the primary objectives for the IT Assistant for SILNAS are as follows.
a)    Sequencing technology operation, IT systems integration, hybrid network infrastructure management
•    To support configuration, and maintenance of cloud servers, ensuring optimal performance, security, and uptime for critical data generation processes.
•    To support cloud Server Administration and Cloud Infrastructure Management with a focus on AWS and GCP (refer to the infrastructure of cloud server provided by UNDP).
•    To support management of containerization and orchestration tools such as Docker and Kubernetes for SILNAS implementation.
•    To support management of the networking components and peripherals of the sequencing facility, including routers, switches, firewalls, and network cabling, to guarantee a stable and secure environment.

•    Support the team providing initial diagnose and resolve hardware, software, and network- related issues to minimize downtime and disruptions to data generation operations.
•    Support in monitoring server and network performance, identifying areas for improvement and implementing proactive measures to enhance efficiency and reliability.
•    Regularly update server software, firmware, and networking equipment to keep systems up-to-date with the latest security patches and enhancements.
•    Organize and maintain a digital repository of all project documentation, ensuring accessibility and accuracy of SILNAS implementation.
•    Assist the IT Expert in compiling, documenting, and managing all workshop outputs and project artifacts, in order to ensure distribution to all stakeholders
•    Maintain detailed documentation of IT systems, configurations, and procedures to ensure effective knowledge sharing and future troubleshooting.

b)    The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

Institutional Arrangement
The direct supervisor of this activities is MOH Takel – PKP (under the Labkesmas unit), and the MOH Data and Information Center (Pusdatin). S/he will work closely with project team for SILNAS and FMTA project team – based in the MOH, and other projects in HEART cluster related to Global Fund (both for core and C19RM budget), operations units, and programme staff in the UNDP office, and should be able to provide technical assistance and advice regarding SILNAS related issues and to ensure adequate exchange of information, both with UNDP Country office and MOH program team.

Required Skills and Experience

Min. Academic Education    Diploma degree or University/Bachelor Degree (is an advantage) in computer science, IT system, engineering or other equivalent fields .

Min. years of relevant Work experience    
A minimum of 5 years (with Secondary education) or 2 years (with bachelor’s degree) of progressively responsible project experience is required (experience to work with the Digital Transformation Officers team at the MOH on Health Digitalization is more preferable).

•Solid knowledge and practical experience in assisting project implementation (preferably in a software development context);
