The UNDP multi-country office in Malaysia, Singapore and Brunei Darussalam provides technical assistance, policy, and advisory services to the Governments of Malaysia, Singapore and Brunei Darussalam in their efforts towards achieving the Sustainable Development Goals (SDG), in partnership with development partners, financial institutions, the private sector, and civil society.

The new UNDP Country Progreamme for Malaysia, Singapore and Brunei Darussalam (2026-2030) is designed to support national objectives under the Ekonomi Madani Framework and the Thirteenth Malaysia Plan (13MP) through three transformational shifts: a structural shift for an inclusive and sustainable high-income transition; value/economic shift to a nature positive and climate resilient pathway; and a governance shift to strengthen anticipatory and adaptive institutions.  

Under the strategic guidance and direct supervision of the Deputy Resident Representative, the Monitoring and Evaluation (M&E) Analyst works independently to promote results-based management and programme effectiveness, lead the implementation of innovative and effective monitoring and evaluation frameworks, ensure effective application of social and environmental safeguards across projects and programmes, and strengthens results reporting, including quality assurance. The M&E Analyst promotes a collaborative, efficient, client-focused, evidence-based, and portfolio management approach.

Duties and Responsibilities

Under the guidance and direct supervision of the Deputy Resident Representative, the Monitoring and Evaluation (M&E) Analyst works independently and in close collaboration with programme/project and operations teams to promote results-based management and programme effectiveness; leads the design and implementation of innovative and effective monitoring and evaluation frameworks; ensures the effective application of social and environmental safeguards across projects and programmes; and strengthens results-based reporting, including quality assurance.

Evaluation: Lead and manage the planning, implementation, quality assurance and follow-up of evaluations in line with UNDP evaluation policies, strategies and guidelines

  • Implement UNDP evaluation policies and CO evaluation strategy, ensuring evaluations are planned and delivered to corporate standards (evaluation plans, TORs, methodologies, deliverables).
  • Lead the development and implementation of the CPD-funded evaluation plan and manages the annual cycle for commissioning and implementing decentralized evaluations.
  • Manage evaluation follow-up and accountability, including tracking and supporting implementation of management responses/management action plans; coordinate CO inputs to ICPE processes with the Independent Evaluation Office (IEO) as required.
  • Maintain evaluation systems and repositories, including oversight of evaluation planning documentation and the Evaluation Resource Centre (ERC), and support CO compliance with UNDP evaluation policy requirements.
  • Use evaluation findings and monitoring evidence to inform annual work planning, support programme teams to translate lessons learned and management responses into updated activities, targets and sequencing for the upcoming year.

Ensure effective application of RBM across monitoring, programme quality assurance, reporting and annual work planning processes

  • Lead and continuously improve RBM/M&E frameworks, systems and tools to ensure programmes/projects are designed, implemented, monitored and closed in line with RBM principles and POPP quality standards.
  • Provide programme quality assurance (PQA) for key programming instruments (ToC, indicators, risk registers, safeguards instruments), and drive CO-wide completion and timeliness of corporate assurance and reporting requirements (PQA, Transparency Dashboard, quarterly KPIs).
  • Oversee results reporting and performance management: QA of results reporting/scorecards; consolidation and QA of donor and partner reporting; lead corporate reporting processes (including ROAR) and guide teams on target-setting and evidence standards.
  • Strengthen data quality and use of corporate platforms, ensuring accuracy, completeness and integrity of programme planning/pipeline/performance data in Quantum and dashboards, including proper project set-up and maintenance.
  • Promote evidence-based, adaptive monitoring and MEL, consistent with CPD commitments (results and resources framework, MEL plan, digital tools and use of national data/disaggregation where feasible).
  • Support and quality assure the annual workplanning cycle (AWPs) across the CO portfolio, including the IWP, ensuring clear results chains, measurable indicators, realistic baselines/targets, and alignment with CPD outputs/outcomes and resources.
  • Provide technical guidance to programme teams and implementing partners during workplanning to strengthen RBM application in AWPs, including appropriate disaggregation (gender, disability, geography) where feasible.
  • Ensure workplans reflect corporate quality standards and POPP requirements by applying programme quality assurance checks as part of annual planning and revisions.
  • Validate data readiness and reporting architecture during work planning, ensuring that Quantum set-up, milestones, and reporting schedules are adequate to track delivery and results.

Strengthen programme risk management, environmental and social safeguards, and assurance linkages to support compliant and risk-informed delivery

  • Support programme risk management and SES/safeguards, providing independent oversight and QA for SES implementation and risk mitigation across portfolios, including capacity support to teams and partners.
  • Implement ERM practices (risk identification, analysis, mitigation actions, escalation) and guide quality upkeep of risk registers, including inclusion of M&E-related risks in the programme risk log as required.
  • Support assurance and compliance follow-up in coordination with Operations team—particularly audit and HACT-related processes (partner capacity assessments, assurance planning, follow-up on findings, evidence collation).
  • Where designated by management, consolidate programme-side inputs for audits and track audit-related actions, ensuring evidence-based reporting and closure of recommendations.
  • Integrate risk-informed and safeguards-informed planning into annual workplanning, ensuring that key risks, mitigation measures and SES requirements are appropriately reflected in AWPs and costed/scheduled where relevant.

Knowledge Management: Promote organisational learning, capacity development and systematic use of evidence to improve programme performance and decision-making

  • Synthesize monitoring and evaluation evidence into actionable learning products (lessons learned, good practices, updated ToCs), and facilitate learning events to strengthen programme effectiveness and adaptive management.
  • Deliver capacity development on RBM/M&E, PQA, SES/safeguards, risk management and data quality in Quantum, including training packages, tools/templates and hands-on coaching to programme teams and partners.
  • Maintain and curate knowledge repositories (guidance notes, templates, tools), ensuring staff and implementing partners have easy access to updated resources and standards.
  • Contribute to communities of practice and knowledge networks by sharing technical insights and lessons on RBM, evaluation and safeguards, supporting scale-up/replication and corporate learning.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization, and as may assigned by the Supervisor from time to time.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in related field such as Business Administration, Project Management, Public Policy, Public Administration, International Development, Public Health, Data Science, Demography, Social Research, Environmental Studies, or any other disciplines relevant to monitoring, evaluation, results-based management and social sciences is required. or
  • A first-level university degree (bachelor’s degree) in the areas stated above,  in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • A minimum of 2 years of relevant experience (with a master’s degree) or 4 years (with a bachelor’s degree) in monitoring and evaluation, programme and/or team management, working with quality assurance instruments, results-based management models, and multiple stakeholders, with demonstrated background and interest in the analysis of socio-economic and environmental issues and related policy matters.

Required skills:

  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), and web-based management systems, and up-to-date, advanced knowledge of data management tools and database packages.

Desired skills in addition to the competencies covered in the Competencies section:

  • Demonstrated experience in results reporting and evaluation processes is an asset. 
  • Experience working with quantitative and qualitative data and appropriately use qualitative data /information collection tools in innovative ways is desired.
  • Experience with audit, HACT or any oversight mechanisms an asset.
  • Strong knowledge/experience of Enterprise Risk Management policy, Accountability Framework, programme and project management policies and procedures is highly desirable.
  • Experience with SES or environmental/social safeguards desirable.

Required Languages:

  • Fluency in oral and written English and Bahasa Melayu is required.
